ORIGINATED IN ALBERTA FOR ALBERTA FAMILIES Government's north railway dream bogged down in financial problems EDMONTON (CP) The Al- bcrla government's dream of opening up Ihe province's rich northwest with its own railroad has bogged down in adminis- trative and financial problems i n v o I v ing Canadian National Railways, the legislature was told Wednesday. Inrtustry Minister Fred Pua- cock made the statement in n report tabled in the legislature, a report which said the Alber- ta Resources Railway can ex- pect an annual deticit of be- tween f4 million and million until the mid-1970s. The administrative problem arises from a dispute with the CNR which leases the 282-mile ARR and operates it for the province. Thirty-seven miles of railbed were washed out by the flood- ing Smoky River last June and the government and the CNR still arc arguing about which party pays a repair bill which has been estimated to be as high as S20 million. MONEY PROBLEM The linancial problem is that million was spent on build- ing the ARH, which was com- pleted in January, 1970, and that the annual debt service charge is some million. Earned revenue, mainly from grain and coal shipments, was in 1971 and was expect- ed to be about this year. Mr. Peacock said the govern- ment's stand is that the CNR is liable for. the repairs under agreements signed since the original contract in 1905 but "the CNR's position is exactly contrary." He tabled letters between N. J. MacMillan, president of the CNR, and Anders Aalborg, provincial treasurer in the So- cial Credit government toppled by Peter Lougheed's Progres- sive Conservatives 14 months ago. "You will note from this cor- Mr. Peacock said, "that Mr. Aalborg and Mr. MacMillan place widely differ- ent interpretations on matters of considerable importance on t h e inter-relationship between the government and Canadian National with respect to the line." Mr. Aalborg's letter, dated Feb. 22, 1971, said: "The proposal to build this railway link was originally con- ceived and promoted by Cana- dian National as a m e a n s to augment and improve its own system in Alberta. Canadian National did not build, the line for the province of Alberta; rather, the province of Alberta financed the capital cost of the line for Canadian National." The letter also said the CNR had not fulfilled its financial ob- ligation to the Alberta govern- ment which Mr. Aalborg said had advanced nearly mil- lion toward capital construction costs. It said payments by the CNR barely covered the inter- est charges on the advances. "This situation is most diffi- cult for us to justify and we seek the full co-operation and the best efforts of Canadian Na- tional to assist us in reducing and eventually eliminating this estimated deficiency which is already far greater than either party originally anticipated." Mr. MacMillan replied in a letter from Montreal dated. March 19, 1971 that he could not agree with Mr. Aalborg's contention that t h e Alberta government had financed the line for the CNR. said Mr. MacMil- lan, "if it were valid, the agree- ment between us would have so stated and the actual arrange- ment would have been cast in quite a different way. NO DECISION "There was no decision taken by Canadian National (o seek financial support from the province of Alberta for the con- struction of the railway. "The decision that was taken by Canadian National was to agree to act in the capacity of an agent to construct a railway for the province and to enter into a lease type of agreement to operate that railway." The CNR chairman closed his letter by suggesting that the railway and the government "up date or prepare" a new long-term study of traffic and financial aspects of the ARR and he proposed formation of a joint committee to undertake the study. But the provincial general election Aug. 30, 1971, inter- vened and the committee sug- gestion never .was followed through. The new Conservative admin- istration of Alberta, however, examined all documents and agreements signed by the Al- berta government and the CNR. A major question which arose, said Mr. Peacock Wed- nesday, is whether the ARR can be kept alive. "The railroad was washed out between Grande Cache and Grande Prairie for some 37 miles in he said. "It was also washed out for a six-week period in the summer of 1971, but less severely. "This immediately raises the question as to whether or not the stretch of railway between Grande Cache and Grande Prairie cnn be maintained in economic operating condition in future years, keeping in mind the floods other difficulties such as landslides which occur annually over the stretch of lire." Mr. Peacock raid the Loug- hecd government has appoint- ed a board of directors for the ARR which has, with the help of special railway consultants and personnel from several government departments, has held talks with Canadian Na- tional.
