Mr. Diivis said at a news con- ference tlie proposal now being put before the governments of Manitoba, Saskatchewan and Alberta is that the fedrcal gov- ernment pay for half the dam- tagc done U> while Ihe provinces will administer the program. He said the program will like- ly cost the federal government between million and mil- lion a year, but that during the worst on record, Saskatch- ewan alone had recorded million worth of damage. Mr. Davis made Ihc an- nouncement at a press confer- ence after meeting Anting En- vironmental Management Min- ister Leonard Evans of Mani- toba and Resources Minister Eiling Kramer of Saskatche- wan. Alberta was not repre- sented. Mr. Kramer said the an- nouncement represents a ''giant stride" in consevvationism. The provincial government have bad programs of planting "lure crops" to keep the mi- grating ducks and geese away from farmers' fields as much as possible, but there has not yet any program of direct financial compensation to farm- ers, Mr. Kramer said he has al- ways taken the position that tho migrating birds are the Queen's ducks and geese, and tliat the Queen's representatives tho federal government should be responsible for any damage they cause. Such has not al- ways been the case, he said. Ttie birds, many of which breed as lar north as the North- west Territories, migrate an- nually as far south as the Gulf of Mexico. Mr. Davis Indicated the fed- eral government wants to con- tinue the negotiations at the in- ternational level, since the ducks hunted In the United Slates and in Mexico will have been fattened at the expense of the Canadian taxpayer. He suggested that the feed- ing of ducks for hunting pur- poses could also be coniidcrwi as a way of getting rid of somo ot Canada's surplus grain if an InbcriinUonaL agreement could be worked out, since duck hunt- Ing is a mul ti-million dollar business. Details of the new compen- sation program will be worked out by a federal provincial committee consisting of a fed- eral government representative and tiic deputy ministers from Ihe three Prairie provinces, said Mr. Evans.
