ROSTOV VODKA Private sector intruded as Tories protect investor EDMONTON While flying the banner of free Alberta's Progressive Conservative government has been moving into areas once reserved for the private sector. Premier Peter Lougheed and his cabinet ministers consistently stress their commitment to the free enterprise system. But in efforts to exercise more control over the province's economic the government has increased its participation in f areas once the exclusive domain of private business. Premier who has worked closely with the NDP premiers in the other three Western provinces on issues of mutual assures businessmen the government isn't interested in eliminating their role. But as the owner of depleting natural the province has to make sure that it gets a fair return and that small investors have an opportunity to share the wealth. The throne speech opening the spring session of the legislature clearly presented the government's citizen partnership involving Alberta shareholders and their will strive for the appropriate balance of Alberta resource control and private enterprise manage- Two vehicles The government has two main vehicles for implementing this Alberta Energy Co. and the Alberta Resources Growth Co. The energy which will be operational later this will be a joint government-investor undertaking that will allow expanded citizen participation in resource development. The province will sell the company its natural gas reserves in the Suffield estimated at four trillion cubic and turn over its option to buy 20 per cent of the million oil sand extraction plant being built by Syncrude Canada Ltd.
