Witnesses told police that the Haitians panicked and jumped overboard early Tuesday when a Bahamian patrol boat approached the 50- foot sloop. Other sources said the 50- foot sloop struck a reef and the men jumped overboard in an attempt to swim to safety. They said the police boat did not reach the scene until two hours later. The Wasson brought the first shipment of Arabian oil to the west coast since the lifting of the oil embargo. Canada's bandit' escapes prison legally WINNIPEG Kenneth gold parole escapee and a living legend as Canada's has escaped from prison again but this time legally now apparently has uncovered a new method of calculating sentences for parole and as a result penitentiary officials are reviewing the records of all parole violators now in prison Leishman had served eight years and two months in Stony Mountain Penitentiary outside Winnipeg. He was sentenced in 1966 to 14 years for stealing in gold bullion at Winnipeg International Airport while on parole. In 1972 he received another two year sentence for parole and said Raymond director of Stony is where the question arises. Leishman was not expected to be released for two more years but the department of justice agreed with his interpretation of legalities involving the methods of sentencing parole violators Mr. Derochers said authorization for the release came from Ottawa and was a complete surprise to prison officials He said Leishman himself had initiated the inquiry. Leishman first gained national noteriety in 1958 when on two occasions he commuted to ostensibly on but returned the same day. On the second he was caught. MODEL PRISONER In April of that he was sentenced to 12 years in prison but was released on parole in 1961 because he had been model But Leishman again made national headlines in 1966 when he took part in Winnipeg's gold In September of that he led nine other convicts out of Headingley stole an airplane at Steinbach about 40 miles and flew himself and three other prisoners to where they were captured after a brief gun fight. On Oct. he escaped a second time in as many but was only at large a few hours. A native of Leishman is married and the father of six Mr. Derochers said the two year sentence for parole violation in 1972 was added to the remnant of Leishman's other following the National Parole Board's established procedure. But when Leishman ques- tioned the legality of his total the justice department overruled the Parole apparently taking the stand that the two- year term should be served and not Mr. Derochers said. Leishman is that parole cannot be revoked until an inmate is convicted of the first offense he is accused of committing while on parole. Parole be suspended. Leishman was not convicted of his first parole violation offense until six months after he had been convicted of two later violations. Earlier this year Leishman was turned down when he applied to the federal local employment assistance project program for a grant because he had been unable to get parole The money was to be used for a body shop which would employ former Stony Mountain inmates He told a television audience Friday he also has been offered a job as an instructor for young but his primary interest is still with the auto body project Leishman's only complaint in the controversy was against the parole whom he labelled and the length of time it took to be eligible for parole. who went in for murder got out sooner I didn't hurt he said. crime was against the government and the banks and aren't they the common Lougheed expects oil prices drop EDMONTON Alberta Premier Peter Lougheed expects international crude oil prices to decline over a long period of time. He told the legislature Tuesday it would be before a precise evaluation could be made of the international situation. Answering questions from NDP leader Grant the premier stayed away from exact figures on how much of a drop could be expected and when it might occur. While Canadian prices are frozen until the middle of next year at an average of a any increase in international prices would go to the federal government through its export tax.
