Fred Metcalfe, president of Maclean-Hunter Cable TV Ltd., predicted the publicly-owned CBC will be run entirely on a grant from Parliament within 10 years and will carry only Cana- dian programs. He also said advertising by Canadian companies on Ameri- can stations for Canadian audi- ences "will he frowned on by the Canadian Parliament" and costs for such advertising will be non-deductible for income tax. But, he said, there will be no restrictions on the number or type of commercials on cable TV channels. TO BE SPECIALIZED Mr. Metcalfe said cable tele- vision, with its proposed special channels for various minority groups, will present a new chal- lenge for advertisers. He predicted there would be special channels devoted to a single as sport, mov- ies, travel, education or pollu- tion control. Advertisers would thus be able to prepare special com- mercials for minority groups. "Commercials will be longer, less dated, more entertaining, with less hard he said. There would be numerous re- runs. At present cable television op- erators are not allowed to sell advertising on their own chan- ones they program themselves. Harry J. Boyle, vice-chair- man of the Canadian Radio-Tel- evision Commission, told the ad- vertisers there are differences of opinion among cable opera- tors about advertising on their specially-programmed stations. "Certain ex- pensive not advertised on he said. "It's too much of a mass medium, and these are products for the wealthy few. "But a cable operator may be able to deliver a precise area of a area of where there are sufficient po- tential buyers to make a Cadil- lac commercial worthwhile." Mr. Boyle said, however, it could be dangerous to allow cable television operators to ad- vertise. "No television station in this country has gone broke as a re- sult of a cable system starting up in the same he said. "But. we have to weigh the possible effects if a cable sys- tem could sell advertising time also because in some cases it might be just enough of a change in the economics of the market to kill the station." They demanded an in- quiry by the government. Mr1. Trudeau said the accusa- tion was "a very serious" one. He said he will ask Mr. Pelletier to study Mr. Diefenbaker's charge "with all deligence." Mr. Diefenbaker said the CBC has carried a series of pro- grams over the last several days suggesting a teletype link between the FBI in the U.S. and the RCMP was being used to convey information about draft dodgers to Canada.
