Lethbridge Herald, The (Newspaper) - May 6, 1974, Lethbridge, Alberta mj EDITORIALS Black studies program Watergate documents must be a mistake In the late 1960s black studies programs blossomed everywhere on the American college scene. An American Council of Education study reported that by 1972 almost half of the country's colleges and universities were offering at least one course in black studies and 182 schools offered majors. This was partly an academic partly a quick answer to what seemed like an explosive situation on U.S. campuses. As a safety valve these courses may have served a purpose but now many are foundering because in the long run they lack enrolment and funding. A recently published Black Threat or based on a survey of 100 reports that 20 programs have folded in recent months. In many cases the studies programs are academically feeble or do not appeal to students who are looking for marketable occupations Of the 600 black students currently at for only 20 are enrolled in the 'school's black studies department. Most of them want to go into law school or medical school and need a different undergraduate background. Another problem has been acquiring an adequate teaching siaff. The number of persons with PhD degrees who are qualified to teach courses in the sociology of the ghetto family or the psychology of racism is father limited in comparison with the number of institutions competing for their services. One of the critics of black studies a professor of government at Harvard is has pointed out that black studies can be absorbed by subject matter and that it is ifot necessary to have a separate department or Afro-American program in order to give students a black history course. someone has to provide the academic training necessary to produce teachers for these courses. The trend today in the U.S. seems to be to cut down on the number of programs and to upgrade those which remain. at is the direction in which the Ford Foundation is moving After four years of funding undergraduate that organization is now financing graduate efforts at three universities in order to develop qualified personnel and adequate research and to make black studies an academically viable discipline. It is the conclusion of observers of the education scene that black studies programs will not endure if they are academically weak and offer an inadequate preparation for occupationally oriented students. Canadian in instituting Native American studies have not been under the same pressures as their American counterparts in dealing with what amounted to a black revolution. They have been for one reason or to less hasty approach without they are experiencing some of the same difficulties and trying to avoid the pitfalls which have occurred in the American attempts to provide an academic response to racial problems. Take care of environment Keeping the environment clean and attractive should be of obvious concern to everyone. Unfortunately it isn't. That is why it is necessary to have an eduation program directed toward the curtailment of the practice of littering Few people are not revolted by a messy environment Nobody is likely to be unaffected by living in one Yet many people will tolerate the unsavory and the unlovely perhaps even contribute to its creation as they carelessly and unthinkingly distribute litter in their wake Pop beer cigarette candy tissue and so on are regularly dropped from car windows or left where people have tarried. The cumulative effect is unpleasant. Every effort needs to be made to impress the thoughtless with the importance of proper disposal of waste The instilling of pride in responsible behavior and repugnance for anti-social actions is a necessary and laudable undertaking Outdoors Unlimited deserves commendation for promoting Anti-Litter Week Every convert to carefulness makes the promotional effort that much more rewarding. Duplication of effort The Travel and Convention Association of Southern Alberta published a huge quantity of a tourist map just last year. It is still being widely distributed It shows Shaughnessy and Iron Springs but not Picture Butte. It shows Michel but not Sparwood. It shows the Lodge Motel but 9th St. is still closed between 5th and 6th Avenues. It shows that little mistakes can be made by anybody. It shows that the Travel and Convention Association of Southern Alberta was being silly in voicing such outrage at mistakes in a brochure published by city and in so self- righteously declaring it would have nothing to do with distribution of such misleading literature All of which goes to show that people who live in glass houses shouldn't get and that there's duplication of effort and money in the field of civic publicity that Lethbridge cannot afford. ART BUCHWALD Plain speaking WASHINGTON One of the most successful books of the year is Merle Miller's interviews with Harry Truman when the former president was living in Mo. Mr Truman was quite frank about his opinions of the people he knew when he was president It is quite possible that 20 years from now someone like Merle Miller might take his tape recorder to San Clemente and interview former President Nixon on his 81st birthday. It could go something like this. what do you consider was your greatest accomplishment when you were in the White House' kept them from getting the tapes. They did everything they could but they never found them. Do you know where they were sir had a pumpkin patch just behind the Rose Garden and I hid the tapes in the aumpkins. I got the idea from Alger was a great Mr. President. Without the of they couldn't md any evidence to impeach you. can say that again. To this day no has been able to find them. You know the special prosecutor is still asking for them. ilvery week someone serves me a subpoena But I've ignored them all. If I've said it once 've said it a hundred 22 years of Watergate is enough. noticed you were just served with a .ubpoena last week. What do you intend to do ibout St. Clair is in the next room vnting an answer to it. he still working for he's getting a little deaf and his yesight is not as good as it used to but ie's still one heck of a lawyer. Anyone that can keep stringing along the House Judiciary for two decades is my kind of man. You the trick was never to say we wouldn't give them the tapes. The trick was to always say we were working on and we'd give them an answer in a few weeks. It's been going on since 1974 and here we are in and they still haven't got what they've asked for. to keeping the House from getting the what do you consider your greatest accomplishment as my back income taxes I want to tell you that was some blow when they asked me for a half million dollars. If I hadn't gone into the real estate business with Bebe Rebozo after I left the White I don't think I would ever have gotten even But now that we've got the San Clemente Sun City for Senior Citizens and the Key Biscayne Singles Condominium we're in fat city. would you assess the people who worked for you' were the finest men I've ever known. Naturally I was sorry to see so many of them go to jail. But when you're president of the United States you can't let personal emotions get involved in your decisions. did you think of Gerry never trusted the man He kept saying I should turn over all the evidence I had to the committee. You know I don't think he was as dumb as everyone said he was. He knew if I turned over the evidence he'd become president. it's been 18 years now since you left office. Is there one thing you would have done I would have advised George Allen of the Redskins to send Larry Brown off instead of having Billy Kilmer throw a pass to Charley Taylor in the Suoer Bowl. By James New York Times commentator WASHINGTON There must be some mistake about all these spectacular documents on the Watergate. These conversations can't have happened in the White House. must stand for Prendergast or some other county courthouse boss. It's ridiculous to suppose that the president would bug himself and then publish his own indictment. Consider the facts For over 25 Richard Nixon has been complaining bitterly about his enemies in the Congress and the who have criticized him as a shifty opportunist. would he publish a document that makes him look more shifty and opportunistic than anybody ever Nixon came to power proclaiming the and arguing for and So how could he possibly have agreed to pay blackmail money to or agreed that the attorney general of the United States should arrange the pay or instruct his aides on the arts of avoiding perjury before a grand This is all too bizarre. All sorts of charges have been made around here against but everybody agrees that he is an intelligent man and an experienced But in these Watergate which are supposed to represent his often comes out and even vague about the elementals of the law The documents have to be wrong. Anyway you look at this whole thing is irrational. Nixon is a master politician who won the presidency in 1972 by the largest margin in the history of the republic. How then could he end a war and still lose the support of the country and even of his own party within 18 How could he spend his life mastering the techniques of public surrounding himself with advertising men to command public with lawyers to keep him out of and with cops to preserve his and end up losing public support and in the deepest public trouble' Richard Nixon is a cautious and conservative but if these documents are he was reckless. What he said in one public statement at the beginning of his crisis was contradicted by what he said in another public explanation of the Even on the eve of releasing the documents that would he claimed things the documents denied. Even his opponents couldn't believe he would be that the personal conversation in these White House excerpts of the tapes are not believable. Outside of his old John who addressed him in this tactical as there are no lucky I get motions of non-confidence every month on my Shah of Iran prepares for future rule By Joseph syndicated commentator TEHERAN The one bullet theory of history finds an arresting subject in the Shah of Iran. If his life were suddenly snuffed this country and most of the other oil producing states of the Persian Gulf might well be submerged in chaos. But that danger has not been lost on the Shah As he made plain in an interview the other he is taking including the making of a political to assure a smooth succession I saw the Shah at his splendid palace here in Teheran. He was plainly proud of the dramatic material gains achieved by Iran during the past decade under what he calls white revolution He seemed slightly frustrated in his dealings with friendly governments. He had apparently hoped for a more positive response from the other oil producing and from the advanced including the United to his proposal for a new international development fund based on oil revenues He would have liked more co operation from Saudi Arabia and Kuwait in dealing with the threat posed by radical Arab nationalism exported by the Baath regime in Kuwait He was more ready than others to clean once and for the insurrection in Oman. Since he is only I raised the issue of the succession gingerly He stepped right into the question. have thought of a long time ago when I was he said. The Shah pointed out that the Iranian constitution had been amended to allow his the Empress to act as regent for the Crown who is now until he attained his 20th birthday. will do what I am with the advice of a small the Shah said. is the legal aspect of The Shah went on to say that there was aspect to the succession. In that connection he said that he had prepared political which been distributed to the right persons By the the Shah meant the responsible people in the presumably the political and military leaders The Shah indicated that the will would go to them not merely as individuals but in their official capacities He said that his political testament will be registered in their bureaus they the next fellow will see the will as well So it is not just personal The mere fact that the Shah has written a political will suggests that he is not altogether confident those who come after will be instinctively faithful to his wishes. Most other leaders in this country see trouble ahead if the Shah's rule is interrupted any time in the next decade. Letters Pure water more important It is rumored that some group of American exploiters wish to build a fertilizer plant at Ridge Reservoir south of Raymond. At first glance this sounds good People can see nothing but dollars coming in. Their greedy little eyes shine and their hands tremble with the very thought They envisage hammers pounding out new gobs of stucco slapping against cash registers car sales gas pumps registering astronomical numbers of dollars for the amount of tax money rolling into the town hall from all the new supermarkets being perhaps even an airport somewhere south of schools doubling in size so harried principals experience a greater kingdom to rule and more thousands of dollars to and in general a glorious awakening of quiet little Raymond into a colossal activity. Yes it may metamorphosize into a place of beer torn up streets worse if possible than they are There may even be more dogs running loose. The lake in once an unpolluted spot for boating and fishing stands a good chance of being ruined the promoters are quick to shout with smothering sulphur dioxide fumes hanging in the formerly tranquil air With Trudeau and his income tax structure the way it is it really worth business if you do make a few more Those of us not in business stand to gain nothing financially There are things like fresh pure water and uncrowded conditions that are worth more than money. Let's keep Raymond the way it is. Not because of the opposition from the left reflected in student protests widely reported outside Iran On the the latent opposition which excites fear here comes from the right. It is the opposition of the Islamic fundamentalists head- ing up in the Mullahs and Ulemas who have never accepted the thoroughgoing modernization which has been initiated in this country In that the Shah has recently been underlining his own qualities as a religious leader 'Some of his comments fall strangely on Western ears For he told the Italian journalist Orianna Fallaci have lived with God beside me since I was five years in what the Shah seems to be doing is pre empting the fundamentalist position he said in response to my question about a fundamentalist .every nation needs some kind of spiritual and there is nothing more easy and handy than religion as spiritual life for a person But this must remain religious and the priest should not try to mix it with politics None of this guarantees that Iran is going to have a quiet succession when Shah passes My guess is that there will be stormy times and m the other countries around the Gulf. But the Shah is at least doing what he can to ease the pain. am not one of he put 'After me the deluge and certainly no discussion of right or wrong. Even John Ehrlichman and H. R whom he regards as his closest almost as his talk on these tapes because they do respect him like equals to the president. That makes it all the harder to comprehend. There has to be a mistake about all this and particularly about the president's approach to the Congress. If the news is he has treated the House and the particularly the judiciary committee of the with contempt. He will live or die on what the House and the Senate but he argued his case on television before he gave his documents to the judiciary committee and in the short run he divided the judiciary committee along partisan and made some progress But members of the House are beginning to read the transcripts with wonder and and thinking about who will restore the integrity of the if they don't The president has won the first but his his language and his contempt for the Congress are beginning to create a new situation. There is something mad about all this. The White House announces that the president is going to The reporters rush to the press room. They are handed a book of over a thousand about as big as a telephone just before the president goes on television And when he gets on he has behind not one but a stack as big as a and he waves at this vast pile as a symbol of his generosity of giving it and the reporters look at these television tricks with disbelief It can't be they say There must be some mistake. The White House can't possibly still be playing still trying to limit the question to the Watergate break in still trying to insist that impeachment can result only from criminal offense and nothing still trying to keep the lawyers and the technicians from checking the and leaving it all to Rodmo and and the television. it must be a fantasy Maybe they sent the wrong evidence to the hill Pulled out the wrong or misunderstood the ques- tion. Nothing like this could happen in the White House The president couldn't lose his honor in order to save his job There must be something wrong1 For when he first ran for the presidency in Nixon insisted on the moral imperative see mothers holding their babies up so that they can see a man who might be president of the United States .it makes you realize that whoever is president is going to be a man that all children in America will either look up to or look down and I can only say that I am very proud that President Eisenhower restored dignity and and good language to the conduct of the presidency of the United States I only hope should I win this that I could approach President Eisenhower in maintaining the dignity of the in seeing to it that whenever any mother or father talks to his he can look at the man in the White House and whatever he may think of his he will there is a man who maintains the kind of standards personally that I would like my child to follow Nobody who said that could possibly have said all those things in the Oval Room or published all those or documents. It is so there must be some mistake. Raymond original route The Lethbridge Herald 504 7m St. S.
