The federal government has the constitutional authority to protect borrowers from extor- tionate interest rates. But, Mr. Humphreys said, legal argu- ments made on behalf of the loan sharks propose that money advanced to unemployment in- surance claimants represents purchase of an matter within provincial jurisdiction. Mr. Humphrys added that there is no law "to tell a man he can't sell Ms assets." Marries at 87 LONDON (AP) Lord Shin- well, former Labor defence minister and now a member of the House of Lords, was mar- ried here for the third lime at the age of 87. Usually, the advance was much less than the value of the cheques.
