Lethbridge Herald, The (Newspaper) - May 2, 1970, Lethbridge, Alberta 28 THE LETHBRIDGi HERAID Saturday, May 1, 1970.------------------------------------- Wheat Glut Is Topic Of 10-Nation Parley OTTAWA (CP) Canada, hopes to persuade other major] exporters next week that the way back to a stable world grains market lies through self- discipline among producers. After failure to make agreed world floor prices stick in glut market conditions during the last two years, ministers repre- senting the United States, Aus- tralia, Argentina. Canada and the European Economic Com- munity will concentrate discus- sions 'Monday and Tuesday on reducing supplies. The office of Otto Lang, min- is t e r responsible for wheat trade and chief Canadian dele- gate at next week's meeting, said the meeting is not intended to discuss price. Canada's main aim in calling the meeting was to discuss ways whereby production con- trols could be used to reduce the present world wheat surplus and bring production into line with demand. Chief visiting participants will be Clifford M. Hardin, U.S. sec- retary of agriculture; J. Doug- las Anthony, Australian minis- ter of primary industry, and Sicco Mansholt. the Belgian who serves as agriculture minister for the six-nation European Common Market. The Argentine delegate has yet to be named. H. A. Olson, Canadian agricul- ture minister, will act as chair- man at the closed meetings Monday afternoon and Tuesday morning. The program, designed to re- duce drastically the Prairie acreage sown to grains this spring, provides for cash pay- ments to farmers who shift lane to fallow or forage. The quantity of farm-stora ..-heat a farmer mil be able to move to market under the deliv ery-quota system also will de- pend on how much land h" takes out of grain production. The United States has reduced its wheat-acreage allotment for the coming crop year by about 12 per third reduction in as many some trade officials had hoped for a deeper cut. Pressures for reduced produc- tion also exist in Australia. One of the continuing strains on efforts to reduce supplies and bring higher the point of view of the four main the increas- ing production of soft wheat in France under the common mar- ket's system of price supports and protection against food im- ports. France and the common-mar- ket support system were criti- cized by other exporters when the agreed schedule of mini- mum world prices under the In- ternational Grains Arrangement fell apart last year. In fact, the IGA never worked with much stability from the time it came into force in July, 1968. A seller's market had turned i nto a buyer's market from the time preliminary IGA negotiations started in 1966.
