Lethbridge Herald, The (Newspaper) - March 31, 1973, Lethbridge, Alberta lurcfay, Mcmh 31, 1973 THE LFTH8R1DOI HERALD 19 Fresh look given to bombings By FETER.BUCKLEY WASHINGTON (CP) With the last American troops flying home from Vietnam, a fresh look is being given here to United States Air Force bomb- ardment of Defence Secretary Elliot Ricn- ardson has lightly called "king of a lingering corner of the war." The main question being asked both inside and outside Congress is, what legal right does President Nixon hove to continue Ihe bombing now that it can no longer be justified as protection for U.S. forces in South Vietnam? Administration spokesmen, including say the president has the authority be- cause a ceasefire has not been achieved in the baltle-torn for- mer kingdom and because the Cambodian government has asked for it. "What we are doing in Cam- bodia is continuing to support our ally there against the con- tinuing efforts to disrupt com- munications and to isolate the capital, Phnom Richard- son told reporters. But congressional critics seem unlikely to feel that such reasons provide sufficient justi- fication under the U.S. con- stitution for ihe bombing, more especially at a time when the While House and Congress are feuding about the presidents' al- leged erosion of congressional authority. The state department is re- ported to have set ils legal ex- perts to work on a paper which would provide a more detailed justification of tlie bombing. The hard-pressed military re- gime of President Lon Nol, which drove Prince Norodom Sihanouk into exile in Peking nearly three years ago, has fol- lowed Sihanouk's policy of re- maining ou'.side the Southeast Asia Treaty Organization Thus, critics say, Richard- son's reference to the Lon Nol regime as an "ally" has no le- gal support. Nixon ordered U.S. forces into Cambodia in May, in an attack on North Vietnamest staging bases and supply lines saying it necessary to pro- tect American soldiers in Viet- nam. the invading Americans were withdrawn the following month, Nixon said future action in Cambodia would be limited to air attacks "where I find this necessary to protect the lives and security of our forces in South Vietnam." Assistant State Secretary Marshall Green has told Con- gress Ihfi continued bombing "is related to our desire to see a ceasefire brought about in cam- bodia" by showing to "these characters in Hanoi' a com- bination of clenched fist and open hand. But Senate Majority Leader Mike Mansiield, a long-time critic of Ihe war told a news conference; "I think the con- s'itutionai authority is stretched pretty far at this time." Mansfield has indicated the reason for the new focus on fear that the U.S. will find Itself entangled in an- other prolracted conflict that would prove as unfruitful as Vietnam, The U.S. may bs getting inlo a position of "keeping in power a regime in Cambodia that does not have the confidence of the people, and doing it with the power of B-52 Mans- field said.
