Skill, sense displayed by armed forces-PM OTTAWA (CP) - The armed forces have clearly demonstrated their usefulness in containing incidents of domestic violence which may recur in future, says Prime Minister Tru-deau. In a letter to Gen. F. R. Sharp, chief of the defence staff, Mr. Trudeau says: "I think we all have to realize that bombings, kidnappings and other ao!s of violence are possibilities we may have to face again in the future. "The armed forces have clearly demonstrated ... the invaluable contribution they have to make towards the containment and eventual solution of this difficult problem." The letter, dated Dec. 22, 1970, and published in th.3 February-March issue of Sentinel, a magazine of the armed services, pays high tribute to the work of the armed forces as aids to civilian authorities during the Quebec kidnapping crisis last fall. "The skill and good sense with which the many operations in support of the police in Quebec and Ottawa were handled is a clear reflection of the training and morale of your men. Soviet troops massed near China in 1970 LONDON (CP)-The Soviet Union had between 30 and 32 divisions in the area of its border with China by the end of 1970, says a London-based military study group. They included two or three divisions in Mongolia and were backed up by about 1,000 combat aircraft, the Institute for Strategic Studies reported in its latest survey of defence and world security. The independently-financed institute said the general effectiveness of the planes "was increased during the year by the installation of a co-ordinated air defence systems in Mongolia." "In spite of rumors, however, there was no evidence that Soviet strategic missile forces or long-range bomber forces near the border were strengthened during 1970 nor that any strategic missiles were introduced into Mongolia," the institute said. The organization found that "the Chinese reponse to growing Soviet strength was muted." The institute said this was the case "in part presumably because the Chinese leaders were still awaiting fruition of their efforts to develop an operational force of nuclear weapons and delivery vehicles capable of threatening Soviet territory." "Nevertheless both Moscow and Washington had reason to acknowledge that the passage of 1970 had brought closer the time at which they would have to modify their evaluations of China as a strategic power," the report added.
