The new station is CBLFT. Starting at noon March 23 it broadcast - over channel 25 UHF or channels 5 and 9 via the cable systems - virtually the entire program output of Radio-Canada, the Montreal- based French network of the CBC. Dennis H. O'Neill, CBC manager for public relations in Toronto, says launching of CBLFT is in keeping with the decree of the Broadcasting Act which states that "the national broadcasting service should be extended to all parts of Canada, and should be in English and French." Radio-Canada, in addition to blanket coverage of Quebec, already has stations in Edmonton, Winnipeg, Ottawa and the Maritimes and can be picked up by many smaller communities via aTii'iate relay stations.
