Another thrQC are lo be appointed later. Formation of the national council is the first step in imple- menting the controversial Farm Products Marketing Act passed early this year by Parliament. The national council will over- see creation of national market- ing boards for specific commod- ities. Council chairman Is Paul Bahey of Edmonton, 44, vice- chairman of the Alberta envi- ronment conservation authority. Mr. Babey, a leading organizer of Unifarm, was ils first presi- dent in 1970. He is also a former president of the Alberta Farm- ers Union and Alberta Federa- tion of Agriculture and a former vice-president of the National Farmers Union. Vice-chairman is Real Roy of Boucherville, Que., 43, a direc- tor of Le Grath Packaging Co. Other council members are: J. Adrien Levesque of St. Leon- ard, N.B., a former New Brunswick agriculture minister; Hector Hill of Truro, N.S., 61, past president of the Nova Sco- tia federation of agriculture and former Truro mayor; Ralph Ferguson of Alvinston, Onl., 43, a farmer with varied experience on marketing boards; and Al- bert VieUaure of La Boquerie, Man., 40, director of the Mani- toba Hog Producers Marketing Board and former legislature member for La Verendrye rid- ing. HEADQUARTERS IN OTTAWA A spokesman for the agricul- ture department said the coun- cil will establish an Ottawa headquarters and begin work "almost immediately" supervis- ing the setting-up of marketing boards for specific farm prod- ucts, A marketing board for eggs would probably bo the first to be established. The act providing for a sys- tem of national marketing boards was designed to provide an orderly marketing system and in particular end Uie so- called "cliicken-and-egg war." Various provinces had for- merly formed their own mar- keting boards and were accused of restricting the entry of farm products from other provinces. Quebec insisted that all eggs marketed in its territory he marketed through a provincial hoard, while other provinces took similar measures against Quebec broiler chickens. The farm products marketing bill took 21 months to go through Parliament, provoking sometimes-bitter debate. The opposition of western cattlemen was a key factor in the lengthy debates. Poultry products and eggs are the only commodities -that can quickly get marketing boards. For oUicr commodities, the ap- proval of provincial govern- ments concerned and a majority of producers is necessary. The national council will re- ceive applications to create marketing boards from provin- cial governments, farm organi- zations or associations, and ex- isting marketing boards. The council will also supervise the operation of (lie individual mar- keting boards.
