RYAN AP Special Correspondent Soviet Communist party congresses often have been milestone events. The 24th Congress, opening Tuesday, may have a dull and undramatic look but some aspects suggest the possibility of a delayed-action wallop. This congress may prove to be one that the current leaders of the Soviet party might wish they had forgone. This is not because the Congress itself is likely or able to do much on its own, but rather that the convocation of this assembly draws attention to matters the leaders would rather keep under wraps A Soviet party congress has been a rubber stamp for the leaders since the Bolsheviks took power in 1918. With the establishment of a dictatorship of the proletariat, debate went out of style. The congress has not been a forum but a platform for launching new programs, justifying old ones or unveiling policies which have been decided on in advance. Joseph Stalin used party congresses as arenas for battle with his opposition, having, as general secretary, handpicked the delegates. Nildta S. Khrushchev used the 20th Congress in 1956 to denounce the memory of the dead Stalin and begin a process of de-StaHnization from which the international movement never wholly recovered. Soviet leaders are getting old. Younger ones about to rise to places of authority seem to hav? less enthusiasm for rigid dogma. They will be watching with lively interest at.the new Congress the performance of Coalition cabinet named by Erim ANKARA (Reuter) - Turkey's new premier, Nihat Erim, named a coalition cabinet of 24 technocrats and politicians Friday to replace the government of ousted premier Suleyman De-mirel. The new cabinet, including representatives of the country's three major political parties and the first woman minister, is aimed at meeting the armed forces' demand for a strong regime capable of ensuring Turkey's development and controlling political extremists. Erim, 59-year-old former law professor, was asked by President Cevdet Sunday to form a new government to replace De-mirel's administration, which resigned two weeks ago after an armed forces ultimatum'. Conversations might, in fact, turn on a 1961 clause in party statutes which requires that no less than a quarter of the members of the central committee and politburo be replaced at each regular election, which means a teach party congress. The statute could cause some impatient men lower down the ladder to wonder when the oldsters, all of them with more than their share of tenure on the politburo, might move aside to give somebody else a chance. Canadian aircraft industry not hurt by SST decision TORONTO (CP) - The United States decision to ditch the supersonic transport plane project will have little or no effect on the Canadian aircraft industry, industry spokesmen say. "The long-term toss was merely potential," said one official. But most Canadian industry officials said they doubted whether many of the sub-contracts would have found their way to Canada anyway. Boeing Co. in Seattle plans to lay off about 7,000 workers following cancellation of the program. Michael Doyle, contract manager for Boeing's Canadian operation at Arnprior, Ont., which has about 150 employees, said he expects no immediate effect since the SST was "still four or five years down the pile."
