Lethbridge Herald, The (Newspaper) - March 25, 1970, Lethbridge, Alberta y, 1970 1HI IETHJBIDOI HIUIB 29 Conservatives To Intensify Attack On Contempt-For-Parliament Charge By STEWART MacLEOD OTTAWA (CP) The Opposi- tion is intensifying its attack against the government's al- leged disregard for Parliament, Conservative sources say this is only the beginning. "We're going to hammer on said one MP. "We have to convince the Canadian people there is a real danger in- volved." Those who want to make a national Issue of the contempt- tor-Parliament charge, figure their cause was boosted consid- erably last week when John Diefenbaker Al bert) entered the fray wilh charges that Ihe government is turning Parliament into "a cem- etery operated by its own in- mates." After delivering his 20-minule blasl, Mr. Diefenbaker an nounced he has a good dea more to say on the subject ant that he'll speak again "lo com plete the picture of Ihe degrada lion of Ihis chamber." MPs DELIGHTED Opposition MPs, who believi the government's alleged atli ude toward Parliament will be a major Issue in the nesl elec- lon, were delighted that Mr. Diefenbaker had intervened vith one of his strongest ora- tions the last election. said Conservative Leader Stanficld will also be speaking more frequently on Ihe subject in the future. In widely-scaltered attacks on he government's approach to Parliament, Opposition MPs lave charged the Trudeau ed- minislralion with making major nnr.ouncemenls outside the House, with refusing to provide detailed replies to queslions and with poor cabinet attendance. The question of attendance largely revolves around the "roster system" under whicl cabinet ministers relate Ihcir attendance on specified days Opposition MPs have frequentlj charged that Ihis system, apar from delaying replies to qucs lions, Is a violation of Ihe rules of Parliament. Standing Order Five of the House of Commons says "Every member is bound lo al tend the service of the House unless leave e! absence has. Ken given him by Ihe House." IDLE INEFFECTIVE No one on Parliament Hill can remember if ever, thu rule was enforced, but everyone agrees it's totally ineffective oday. Within the last few days, James A. McGralh (PC-St. John's East) tried lo have the rule enforced when he cited the SQUIRE MOBILE HOMES "CANADA'S NO. 1 CHOICE" Immediate Delivery, Low Dawn Poymirthl "WE ACCEPT AIL THADESI" likiivcn D AUDI CD IttHMIDCI UNITED RAMBLER FEKNIE, B.C. New Hospital Destroyed By Fire GRAND CACHE (CP) -A new hospital at the new com munity of Grade Cache was heavily damaged Tuesday by fire believed caused by a heal er explosion. Grande Cache is 200 miles northwest of Edmonton. The fire destroyed the mai: part of the hospital but fire- men were able to save a par which contained mosl of tli equipment, a boiler room an kitchen area. There was DO estimate of da mage. The hospital was schedulec lo have been opened in July it >rovision and asked the Speaker hat "the prime minister be dl- lo return to the House to answer my question." Speaker Lucien Lamoureux, bo earlier had suggested that Commons committee on rocedure might examine this articular rule in terms of its tfectiveness, told Mr. McGralh nat if. it were fully enforced it vould mean that any MP could rder that another HP be called nto the chamber. He added that, "Perhaps this vould not be such a bad idea." Mr. McGralh had asked that the rule be enforced after he asked Mr. Trudeau about the government making announce- ments outside the House on the reorganization of departments. Mr. Trudeau, who was leaving Ihe chamber at the lime, said: "I'll be back tomorrow." Mr. Diefenbaker said the gov- ernment's "frivolous" altitude to Parliament is destroying it, and it Parliament goes, freedom goes wilh it. Conservative sources say this could become a major issue in Ihe next election, "but the ques- tion is whether we can get it across lo the people."
