The new rates, to go into ef- fect April 29, allow passengers taking advantage of discounts on flights ol not more than 700 miles to travel all day Saturday and up to 3 p.m. Sunday. The discount is unchanged at 30 per cent and applies year- round. Also unchanged is the long-haul excursion fare, with a 30-per-cent discount applicable between Oct. 1 and May 31. Omar Torrijos, if the United States vetoed a United Nations Secur- ity Council resolution on the Panama canal. Scali's vote to veto the resolu- tion was cast Wednesday night, a ciay after he had received a message from Torrijos, the sources said. They said the message from Torrijos before the final vote suggested Scali should cast his veto from the airport "because the people and students woulc not understand and Uiere might be violence." The sources said the tlirea1 was made by the Panamanian leader through a top aid. directly to Scali.
