What do you prefer, French or Flemish? BRUSSELS (AP) - In busy Belgium, about half the size of Nova Scotia, you can arouse the traditionally staid citizenry in a hurry with the question: "Which do you prefer, French or Flemish?" The language Issue is about the only one that will bring a Belgian into the street, carrying a banner and ready for a fight. Both French and Flemish are official languages, but not in the same places. In Liege, for example, only French is spoken in schools and government offices. Few stores, and no small ones, can handle a customer who speaks only Flemish. Diksmuide-First World War veterans will remember it by the French name of Dixmude- is often considered the capital of the militant Flemish movement. There only Flemish is official. One butcher has a sign: "We cater here only to Flemings and people who speak Flemish." This kind of extremism is unusual, at least in business. On the whole, more Flemings speak some French than the other way round. IT'S ANCIENT HISTORY Origins of the conflict go back more than 1,500 years, to the time when the civilized, Latin-speaking descendants of Roman colonists were invaded by the barbaric German tribes. The meeting came smack in the middle of what is now Belgium, and the linguistic border runs east to west. To the north of the line the language is Flemish, a Germanic tongue which in written form resembles Dutch, though in The Netherlands the Flem- Climbere reach first target KATMANDU, Nepal (AP) - The 13-nation Mount Everest expedition pitched base camp today at 17,700 feet, its first main target on the journey up the world's highest mountain. Norman Dyhrenfurth, the 52-year-old Swiss-American leader of the expedition, said he and his 29 other climbers would set out soon to pitch their first high-altitude camp at 20,000 feet. South of the line the Belgians called Walloons speak French, which comes from the Latin. To Parisians, a Walloon accent is comic. Brussels is a blingual island surrounded by Flemish territory, but the language most often heard is French. For centuries French was dominant all over Belgium. Even in the Flemish area, people of any pretension considered Flemish the language of servants. TABLES TURNED Since the Second World War the picture has changed. The Flemings now outnumber the Walloons, and their region is more prosperous. But Flemish country folk drawn to the bright lights of this capital city still tend to adopt French. French-speaking Flemish citizens of the capital move to the surrounding Flemish villages and want French schooling for their children-another source of conflict. Linguistic feuding goes on despite recently-voted reforms which bring Belgium another legal step toward a federated nation made of Flemish and French-language states surrounding a bilingual district: the 19 municipalities making up Brussels. In Brussels proper, and in the surrounding all-Flemish suburbs, most shopkeepers will serve customers in either language, with French prevalent in many smaller Brussels luxury stores.. FLEMINGS FLEXIBLE For many years there have been far more Flemings willing to learn and use some French than Walloons willing to learn and use some Flemish. The Belgian coast's 50-mile line of holiday resorts are in Flemish country, but shopkeepers are keen to handle any customer in any language. In de Haan, a small middle-class resort, a hotel owner said: "This language pressure is bad for business. We have lost many French-language customers." With some exceptions, in busy holiday centres of the Ardennes a Fleming will find no one able, however willing, to understand him. FRENCH ANTI-BILINGUAL Legislation introduced 38 years ago proposed that the whole of Belgium be made officially bilingual, with Flemish and French on an equal footing throughout the country. The French-speaking Walloons, then dominant, rejected the proposals. They refused to let the French-speaking part of the country become bilingual. Today a French-speaking Belgian who wants to live or work in the whole of Belgium needs a knowledge of Flemish. A Flemish-speaking Belgian who wants similar scope needs French. Fewer jobs are given to persons speaking one language only. When all 10 million Belgians become fluent in both languages the nagging problem may disappear.
