Canadian Arctic Gas a 27-company consortium, filed a partial application Thursday for a S5.7-billion pipeline that would move Alaskan and Mackenzie Delta natural gas to Canadian and United States markets by 1978. Approval from both the gov- ernment and the National Energy Board is needed before the project can go ahead; Meanwhile; the 'New Demo- cratic Party announced it is opposed to the project. T. C. Douglas, NDP energy critic, said energy board statistics indicate the country has enough natural gas for 27 years without an Arctic pipeline. If the line is built, it will mean the export of most of the estimated seven trillion cubic feet of Mackenzie Delta gas to the United States, he said. To approve the project at this stage would be to buy disaster and make Canadians captive to the large multi- national gas corporations, he said. V-8, tour By RONALD THOMSON GREAT SOMERFORD, England (AP) Princess Anne started with a scowl but relaxed with a joke Friday on her first public appearance since the gun attack on her car near Buckingham Palace. The 23-year-old princess made a sensational arrival in this Wiltshire County village where her "husband, Capt. Mark Phillips, grew up. She came in a horse box, with the horses. Phillips and other members of the royal party were also aboard. Anne .was plainly angry when photographers spotted her transferring from the truck to her purple sports car in the grounds of a nearby farm. "Get off this land, it's pri- she cried at the cam- eramen. Only 48 hours after her ordeal by gunfire, the princess strolled calmly among an excited crowd along a country lane. Scores of reporters were on hand for what was originally intended to be a quiet rural occasion. SECURITY EASED The hefty security earlier imposed around the village was lifted and Wiltshire County constabulary provided about 20 police officers to see that things went smoothly. They were too polite to ask reporters or anyone else for credentials. "No, sir, don't you one policeman told a correspondent who offered to show a pass issued by Scotland Yard. Anne and Mark came to re- ceive gifts and plant an oak tree to commemorate their wedding last Nov. 14. The princess seemed tense and tight-lipped as she drove her sports car up to the home of her in-laws alongside the village green. She stared straight ahead and ignored waves from a crowd of about 200 waiting at a police barrier near the house. GIFTS PRESENTED Most of the 500 villagers were inside a marquee where they had tea .with the princess and her husband. It was there the couple were to receive the gift of two silver condiment sets. A half-hour after her arrival at, the Phillips home the prin- cess emerged smiling. Then she strolled with her husband down the lane to where the oak sapling was to be planted. Police allowed spectators to tag along, almost mingling with the royal party. Dozens of children rushed about waving little Union Jacks. After placing a few shovelfuls of earth at the base of the tree, Anne seemed more carefree. With a grin she told local councilmen: "I hope it lives. My grandmother the Queen Mother once planted a tree somewhere around here and the next day she was told it had died."
