On index, industrials were up .11 to 183.93. Golds lost 1.24 to 186.05, base metals .08 to 96.28 and western oils .48 to 209.30. Volume by 11 a.m. was 679,000 hares, down from 715,000 at the same time Friday. Gains edged out losses 114 to 106 with 183 issues unchanged. Strongest sectors were con* struction, merchandising and real estate. Calgary Power was up % to $28%, Royal Trust Vt to $34, Shell Canada Vt to $34%, Texaco V* to $31, Mattagami % to $28% and Opemiska % to $11%. Pacific Copper rose five cents to $2.70, Dynasty five cents to $4.80, Pah Ocean Vb to $16%, Houston Oil five cents to $2.75 and Mill City five cents to $1.65. Home A lost % to $26%, International Utilities Y* to $44%, CPR % to $65%, Lake Dufault y� to $14%, Hudson Bay Mining % to $23%, Northgate 10 cents to $9.40 and Canadian Homestead 10 cents to $8.05. LIGHT TRADE MONTREAL (CP) - Prices were lower in most sectors in light trading on the Montreal stock market today. On index, industrials dropped .46 to 184.84, utilities gained .27 to 155.77, banks were up .38 to 194.10, the composite was down .24 to 180.80 and papers were off .24 to 87.68. By 11 a.m., 392,300 shares traded. Highlighting gains, National Drug was up % to $6%, Calgary Power % to $28%, CockfieM Brown % to $7, Consumer Glass % to $14, CuRunings Properties % to $17% and Newfoundland Light % to $10. Among declining issues, Banque Canadiesne Nationale was off % to $13, Padfic Petroleum % to $30% and Trans-Canada Pipelines % to $32%. Down Yi each were Imperial Oil at $20%, Dominion Textile at $151/4, Noranda at $34y� and Dominion Bridge at $22%. MARKET DIPS NEW YORK (AP) - The stock market drifted lower in fairly active trading today. Wall Street analysts said the market appeared to be continuing the readjustment that got under way in the middle of last week after sharp rises in the first two sessions of the week. The noon Dow Jones average of 30 industrials was off 2.32 to 910.60. Among Canadian issues, Mo Intyre Porcupine rose 2% points I to $138% and Dome Mines % to $68. Hudson Bay Mining and Massey Ferguson were off y4, at $23% and $11, respectively. On the American Stock Exchange, Scurry Rainbow Oil lost % at $25%. Canadian Marconi and Brascan Ltd. were up % at $4 and $17%, respectively. Grain price review Winnipeg Grain WINNIPEG (CP) - Most commodities continued on easier price patterns at mid-session today on the Winnipeg Grain Exchange. Apartment permits $470,000 The two largest building per mite issued at city hall in the week ending March 19 were for two 32  suite apartments in East Lakeview. B and H Homes of Calgary took out two $235,000 permits for the two apartment blocks on Ashgrove Road. The 64 units comprise the second half of a 128-suite project. A $29,000 permit was issued to Henry Hardy Construction for renovations to the Professional Building at 740 4th Ave. S. The premises, formerly occupied by Simpsons - Sears, will be taken over by the Royal Trust Company. Kenwood Engineering Con struction Ltd. took out a $23, 000 permit for foundation work for the new Aqua Tech activated carbon plant, 3719 2nd Ave. N. There were also eight permits for single - family residences, ranging in value from $14,000 to $22,000. Three of the permits were for factory-fabricated units erected by Squire Developments. Rye showed some strength on little exporter buying but all other commodities had a light volume of trade. Friday's volume of trade was 748,000 bushels of flax, 267,000 of rye and 1,047,000 of rape- Hog prices EDMONTON (CP) - Prices to 11 a.m. provided by the Alberta Hog Producers Marketing Board: Edmonton: Quoted 19.75 to 20.15, selling 19.80, average Friday 19.90. Notley brands new grants clumsy move EDMONTON (CP) - Grant Notley, provincial New Democratic Party leader, says the government's announced increase in the homeowner grants was a clumsy political move and Albertans will not be misled by- the obvious and amateurish measure. Mr. Notley said the announcement, increasing the rebate to $75 from $50, "if nothing else shows there probably will be an election this year." The provincial NDP leader said that in effect the province was "simply giving back a portion of the money it is forcing municipalities to take with the other." "By freezing the municipal share of oil and natural gas royalties at $38 million and the restrictive attitude toward hospital and education grants, the mill rates throughout the province are going to rise. "No doubt the government hopes the public will blame municipal leaders for the tax hike but will credit provincial leaders for the homeowner grant." Mr. Notley said an overhaul of provincial - municipal financing is needed with the province assuming the entire cost of education from taxes "clearly related to the ability to pay rather than the propery tax." Mr. Notley said the home-owner grants "discriminate" against the many thousands of Albertans who are renters. "However in the case of senior citizens who receive $150 under the homeowner increase, a better approach would have been to give them an income supplement regardless of whether they own property or not."
