Expansion The' transportation of Canadian soldiers and civilians from England to Canada has undergone a sudden expansion In the last few weeks. Furloughs have been givcii to tho "original first"; a gonerarpollcy of returning from England troopsAinfit for general service has been embarked upon, somewhat suddenly and In addition it has been decided to repatriate a large num ber of Canadian women and children In England. ' Thus the volume of government pasaeriger traffic westward across the Atlantic has grown, suddenly and heavily. This increase hqs come at a time when tho Germans are waging a per-isistont submarine warfare which has two principal efforts; it has reduced the amount of shipping available so as to make it exceedingly hard to supply vessels and also to make the arrangements for procuring the.io vessels difficult; and it has made it necessary to protect tho ships while in transit by every method at the command of the authorities, some of these methods involving inconvenience ami delay. This expansion with its attendant perplexities and annoyances happens to coincide with nn investigation into tho conditions under wiilch returned soldiers have'been travelling back to Canada. Tho situation thus is that thA-anthorltiea on tho one hand have been under a heavy ta.sk and on the other hand are determined to see that these inevitable difficulties shall not be allowed to cause avoidable hard-alvips to the mon\who ha/e defended Canada and the empire on the field oi battle.
