Provinces renew information campaign OTTAWA (CP) The prov- inces are again tackling Bell Canada head-on over the issue of getting information out of the telephone utility to fight rate increase applications. Bell, in fighting back, raises the issue of the provinces wanting to enter into the corporate decision-making process. And injected into the debate is the spectre of the federal cabinet peering over the shoulder of the Canadian transport commission as it hears and decides upon the Bell application. The latest issue involves an Ontario request for details on five Bell projects. Lawyers for the province argue that they need details on selected projects to study Bell's approach to establishing revenue requirements, thus new rates. The transport commission's telecommunications com- mittee is hearing an application by Bell for a broad range of rate increases. These include an additional 10 cents a month for a primary residential telephone, an extra one cent on each min- ute of overtime telephone calls and 20 cents instead of 10 for local pay phone calls. Bell has 4.3 million sub- scribers in Ontario, Quebec and the Northwest Territories.
