By PAUL WHITELAW Special to The Herald WASHINGTON The U S State department reacted cau- tiously Tuesday to news that MLW-Worthington of Montreal, an American subsidiary, has signed a million contract for the sale of locomotives to Cuba "At this point, we are aware of this information, but we are still considering the matter And, there is nothing further to add to this, said George Vest, the official State department spokesman The MLW-Worthington con- tract is in apparent violation of the 12-year-old U.S embargo on trade by American companies or their foreign subsidiaries with the Castro regime Mr Vest said at the daily State department briefing for newsmen that he had "nothing further to add" to his terse comment on the trade deal However, new information about U S policy on trade with Cuba may emerge Thursday, when Secretary of State Henry Kissinger has scheduled a news conference MLW-Worthington is a sub- sidiary of Studebaker-Worth- mgton of New Jersey The U S parent firm last month filed an application with the U S Treasury for an export license which would exempt its subsidiary from provisions of the "Trading with the Enemy Act Although the board of the Montreal subsidiary recently "Canadiamzed" itself, accept- ing the resignation of its U S chairman and replacing him with a Canadian citizen, some 60 percent of the shares of MLW-Worthington are owned by the U S parent American officials have clammed-up on talking about the issue since negotiations between MLW-Worthington and the Cuban government, finalized this week, were made public earlier this month The Canadian trade deal threatens the viability of the longstanding U S embargo on trade with Cuba Other coun- tries can be expected to de- mand equal treatment, insisting that U S subsidiaries within their borders be allowed to trade with the Castro government The Nixon administration is currently considering an application by the three major U S auto manufacturers that their operations in Argentina be permitted to export some 44.000 vehicles to Cuba The Argentine government has threatened to nationalize the U S auto subsidiaries if the deal is not permitted to go through If there is no announcement forthcoming on a change in U S policy on trade with Cuba, the issue can be expected to come to a head at a meeting of the Organization of American States in Atlanta, starting April 19, or at a prior meeting of Latin American and Caribbean foreign ministers with Dr Kissinger here April 17 Canada is not a member of the OAS, although it has "per- manent status with the organization The best to you from Palm.
