Michael was named Car- Truck because those were the only words he would say when he was turned over to provincial officials, who have been searching for the mother since Early this year, a 26-year- old woman from the Northwest Territories claiming to be Michael's mother got in touch with the social worker assigned to the boy, who has been living in a foster home "We have pretty well satisfied ourselves that she is the Dean Melsness, child welfare director, said Tuesday. Student money ran out EDMONTON (CP) About 400 vocational students did not receive government support cheques on time this month because the budget appropriation for training allowances ran out three weeks before the end of the fiscal year March 31, an official of the advanced education department said Tuesdav. All claims for compensation must be backed by thorough documentation and all pay- ments approved will be audited in detail before any money is paid, he told the Commons miscellaneous estimates committee. "Auditing will be carried out by ,the department and by the auditor-general, possibly with the assistance of outside auditors." The subsidy program was approved at the national energy conference in January after soaring international oil prices threatened to open a 20- cents-a-gallon differential between oil and gasoline prices in Eastern and Western Canada. Imported oil, largely from Venezuela and the Middle East, is used to supply most petroleum demands in and east of the Ottawa Valley. Domestic oil from Western Canada supplies markets in the rest of the country. The subsidy plan has been in effect since Feb. 1 but no pay- 'ments will be made to refi- neries until money is approved by Parliament. The government decided to pay the money directly to the oil companies to avoid the elaborate administrative arrangements needed to make payments to individual citizens. Although no prices were re- duced by the plan, it shielded consumers from a 12-to 14- cents-a-gallon retail gasoline and heating oil increase that otherwise would have been made Feb 1. The plan is designed primarily for residents in and east of the Ottawa Valley. But Mr Macdonald said Tuesday that some benefits will be paid to companies in other parts of the country. Eleven companies will ac- count for the bulk of the com- pensation paid: BP, Canadian Fuel Marketers, Golden Eagle, Gulf, Imperial, Irving, Murphy, Newfoundland Refining, Petrofina, Shell, Standard of British Columbia, Sun Oil and Texaco. "In no cases will payments exceed actual cost Mr. Macdonald said. H'e told committee members the government knows the prices that have been charged by various companies and the amount that oil prices have been raised by various supply countries. He said the projected com- pensation level will be a barrel. The program applies only until March 31, the date when seven-month domestic petroleum products price freeze is lifted. Mr. Macdonald reiterated that the scheme will continue in some form after March 31. How much compensation is paid beyond that date depends on current federal-provincial negotiations to determine the future price of domestic crude oil. The price will rise April 1 from the existing level but the amount depends on negotiation.
