Lethbridge Herald, The (Newspaper) - March 16, 1974, Lethbridge, Alberta Saturday, March it, 1t74 THE LBTHBRIDOE HERALD 37 Foster mother takes battle to premier EDMONTON (CP) An Edmonton foster mother fighting to keep a four-year-old girl she has cared for since the tot was only five days old has asked for help from the provincial ombudsman and the premier's office. Later the ombudsman's office said it had no jurisdiction in the case. Jeanette Holzer, 31, said she was promised the matter would be investigated. The Holzers, who have four children of their own, were turned down in a January application to adopt little Rosaline, a ward of the Northwest Territories government. Rosaline was placed in the Holzer home after being born in an Edmonton hospital to a resident of the Northwest Territories. In Yellowknife, Ron Davidson, acting director of social development for the "JTerritories, said Rosaline must be removed from the Holzer home for the good of the child. Social workers of the Alberta health and social development department have supervised the case under a contract arrangement with the N.W.T. A Territories social worker is expected to fly to Edmonton Monday to talk to the foster parents. Joseph Holzer, 34, the foster father, said two Alberta social workers who visited his home this week told him the department had decided to wash its hands of the case. A department official said the oath of confidentiality taken by social workers prevents them from telling the whole story However, Mr. Davidson said interviews with several tnends and neighbors of the Holzers as well as the social workers involved indicated the child should be removed. The Holzers deny there is any marital strife, a report attributed to Mr. Davidson And the latter has said Mrs. Holzer's minor disability due to multiple sclerosis has nothing to do with the attempted removal of Rosaline. Prison staff college for Alberta EDMONTON (CP) The federal government has taken out a 60-day option to purchase a site XMI the city's southwest outskirts with tentative plans to locate there a new prairie regional staff college for correctional officers and a medium security prison housing 180 men. A spokesman for the pneitentiary service said Friday the plans depend on a financing decision by the federal- treasury board, expected in a few weeks. Floods washed out major portions of track along a 59- mile stretch of the railway in June, 1972. Repair was delayed by lengthy discussions between the CNR, which operates the line, and the provincial government, its owner, over responsibility for track replacement and by political debate over the jus- tification of replacement. It was eventually decided the line would be rebuilt, with the government paying million and the CNR the million balance. UNITED NATIONS (CP) The artillery duels thundering daily through the low hills of Syria's Golan Heights are a prelude to the approaching ne- gotiations for a pullback of troops along the embattled 40- mile Israeli-Syrian border. Though they may sound ominous, the artillery barrages are not regarded here as a serious impediment to the slow diplomatic steps being taken to bring Israel and Syria to the conference table. Rather, they are considered to be another element in the stiffening of posture being adopted by both sides in ad- vance of negotiations in the hope of exacting maximum advantage and concessions once the hard bargaining gets under way. Both sides have protested to the United Nations Security Council over the shelling, each blaming the other, but neither, significantly, has asked for a Security Council meeting to deal with the charges. Both sides obviously prefer to keep their protests low key for the moment. TO MEET IN U.S. The shelling comes on the eve of Washington talks designed to get the Israelis and the Syrians to agree to a disengagement process similar to that achieved along the Suez canal front, where Egyptian and Israeli troops have been pulled back from the battle lines of last Oc- tober and the vacuum filled by a buffer force of UN troops. The Washington negotiations, engineered by U.S. State Secretary Henry Kissinger in a series of shuttle trips between Jerusalem and Damascus two weeks ago, call for Israeli and Syrian delegations to visit Washington during the next month, working through Kissinger toward a dis- engagement agreement. Israeli Foreign Minister Abba Eban already has arrived in Washington for exploratory discussions with Kissinger, and Israeli and Syrian delegations are expected within the next few weeks.
