The policy, subject to ap- proval at the party's national convention this weekend, pro- poses private investment of billion to billion over the next 16 years to buy back for- eign-held shares in resource companies. Both spokesmen said the policy has been approved by the Progressive Conservative caucus and will remain un- changed unless convention delegates make alterations. A 50-per-cent level of Cana- dian ownership will produce benefits for the country, as a whole, Mr. Stevens said. Com- panies would be more respon- sive to the national interest and it would be easier for the government to deal with them. A Progressive Conservative government, the proposed pol- icy paper says, would establish a Resources Canada program and "negotiate realistic arrangements for the phased marketing of foreign- held shares." "It would be the aim of a Progressive Conservative government to see such acquired Canadian ownership widely held and steps would be taken to encourage and facilitate opportunities for the average Canadian to participate. "Such steps would include appropriate investment incentives for Canadians of modest means." "It is this trend that we in- tend to arrest and reverse." The proposed policy also says the national energy board should be stripped of its advisory role, which should be assumed by a national energy council. The energy board would be restricted to regulatory and quasijudicial matters, but would have energy imports added to its jurisdiction. The board now has jurisdiction over energy exports. Also recommended is a coast-to-coast crude oil pipeline, something already planned by the current government, and construction of pipelines from the Northern Alberta oil sands to Canadian markets.
