A U.S. government diplomatic note in reply to submissions by the Canadian government was made public earlier this month. That American note suggested a Canada-U.S. meeting on the Garrison diversion unit and its possible effects on Canadian waters be held when the U.S. studies are completed. There is no difference in view between the federal and Manitoba governments on the Garrison Dam project, the commons was informed. Dan McKenzie (P.C.- Winnipeg South Centre) raised the issue in the house. He described it as the "infamous" Garrison diver- sion unit, a huge United States irrigation project currently under construction in North Dakota He warned it will seriously degrade the water quality of Lake Winnipeg and two Mani- toba rivers, the Souris and the Red. He said it was imperative that the federal government continue to convey in a forceful manner the Canadian governments opposition to the scheme. William Rompeky, (L.-St. John's, Nfld.) parliamentary secretary to the minister of environment, Jack Davis, outlined the series of events relating to the project The Canadian government's diplomatic note to Washington had contended that the degrading of the water would violate Article Four of the Boundary Waters Treaty. That treaty prohibits trans boundary pollution to th'e injury of health and property. Pilot exodus studied EDMONTON (CP) The defence department has launched a study into the exodus of trained pilots from the Canadian military spokesman here said Friday. The spokesman said that last year the three major airlines absorbed 69 pilots, four times the number they took from the armed forces in 1972. Many other pilots left to go into trades or to work by themselves. The department is compiling figures on the number of pilots leaving and the reasons for departure, the spokesman said. He said that last year it cost the government an average of to train a pilot. Those pilots who went to airlines represented a million loss in 1973 terms. The department has stepped up its training program and is aiming at training 200 pilots a year, an increase of 70 from last year, he said.
