Lethbridge Herald, The (Newspaper) - March 13, 1974, Lethbridge, Alberta M-THt LETHBRIDOE HERALD Blasts damage Caracas pipeline From REUTER-AP CARACAS (CP) Blasts which damaged two gas pipelines outside Caracas brought fears of renewed guerrilla activity in Venezuela following the inauguration of President Carlos'Andres Perez Informed sources said a National Guards soldier was injured when the first of four explosions ripped through two pipes Tuesday night about 30 minutes after the new president, a former interior minister who cracked down on guerrillas in the early 1960s, was sworn in at the national Congress A woman who called news media and political police headquarters said the blasts were caused by guerrillas as a protest over the new president and the presence of Mrs Richard Nixon and Chilean Economic Minister Fernando Leniz at his inauguration She also said time bombs had been placed in the foreign ministry and the Hilton Hotel, where many foreign delegations and the White House press corps are staying But police sources discounted sabotage, saying the pipelines, eight miles outside Caracas, were permanently guarded by troops and that security at the hotel and the foreign ministry was too tight for bombs to be planted Guerrillas were active in the early 1960s, but most of them laid down their arms in 1969 after accepting a truce offered by President Rafael Caldera, whose, term expired Tuesday Observers say the new president is taking over with widespread support for his energetic policies They include nationalization of Venezuela's foreign-owned oil industry, better distribution of wealth, increased attention to agriculture, curbs on inflation and unemployment, and a nationalist foreign policy in solidarity with Latin America and developing countries Perez made nationalization of the oil industry, which this year will earn billion, the mam plank of his inauguration speech He promised caution, but also pledged to maintain high oil prices
