First U.S. moan buggy ready for Apollo 15 flight KENT, Wash. (AP) - The first U.S. moon buggy, a spare-craft with wire wheels, telescoping fenders and chair-like seats, is ready three weeks ahead or its scheduled delivery date, the Boeing Co. says. Officials of the Nationol Aeronautics and Space Administration accept it formally today in ceremonies at Boeing's space centre in tins Seattle suburb. Shipment of the 10-foot Ions collapsible lunar rover vehicle to Gape Kennedy is due early neat week, a Boeing spokesman aid. There it eventually will be tucked into the Apollo 15's lunar landing module for a July flight to the moon. Astronauts David Scott and James Irwin are scheduled to drive the battery-powered runabout up to three miles from their landing site.. Loaded with twice its own weight in astronauts' experiments and lunar samples, the 450-pound LRV will float Scott and Irwin on deep moon dust, the V-shaped banda on its mesh wheels providing traction in the grit. The LRV is designed to climb over obstacles up to a foot high, cracks as much as 28 inches wide and scoot up or down slopes slanting as much as 28 degrees. Government faces tough decision TORONTO (CP) - John Young, chairman of the prices and incomes commission, warned here that if the federal government begins to create jobs for the unemployed it could create inflation as well. And even if the government accepted the risk of inflation, he said, It couldn't change the job picture significantly for about 18 months. Mr. Young told a forum on unemployment that, economists Traffic over highway up SASKATOON (CP) - Traffic over the Yellowhead Highway route increased last year by 22 per cent compared with a four-per-cent increase on the Trans - Canada Highway, Ted Sample, executive director of the Yellowhead Interprovincial Highway Association, said here. Breton man dies from injuries BRETON (CP) - Douglas Hugh McAllister, 23. of Breton died in hospital from injuries received in a two  car collision at a rural intersection. Breton is 50 miles southwest of Edmonton. realized 25 years ago that inflation and unemployment would be "this generation's problem," but they still don't know how to solve it. Two other panelists, William Dodge, secretary-treasurer of the Canadian Labor Congress, and Dian Cohen, a Montreal economist, recommended a n immediate program of government spending to relieve unemployment. They said this could include creation of jobs through a full-scale winter works program. Mr. Young said every developed country is facing "the intractable problem of how to sustain a high level of employment without price and cost increases developing...." PRICES COULD RISE He said a relaxation of federal curbs on inflation could result in a situation where Canada, like Latin America, would have price increases as high as 50 per cent a year. Mr. Young said the government might find a solution through regional development programs, manpower training, tariffs or restrictions on competition. Forrest Rogers, economic adviser to the Bank of Nova Scotia, agreed that the government should "continue to ride along cautiously," but he called on Canadian businesses to supply more summer jobs for students in need of work to help support them through their education. Mr. Dodge said Mr. Young was mistaken in thinking Canada has a serious inflation problem. "I don't remember a time in the last 25 years when government and bankers were not screaming about runaway inflation," he said. Mrs. Cohen said there is "no tangible evidence" that the inflation situation in Canada in recent years leads to a serious problem. Her argument was termed "old-fashioned economics" by Mr. Young.
