Julien Maillard and Jblui Kraser have both worked on the project with Local Initia- tive Program grants from the federal government, says a survey by The Globe and Mail. The survey also notes that some people working now on L.I.P. winter works projects worked on Opportunities for Youth projects last summer and intend to do the same again this summer. Mr. Maillard, is a -35-year- old French who, before coming to Canada three years ago, worked as a commercial attache for Ihe French embas- sies in New York and Kio de Janeiro. A former economist for a Montreal investment c o m- pany, he is in charge this win- ter of an Ottawa L.I.P. pro- ject preparing a handbook on liow to be poor in Ottav.'a- Hull. GETS 5280 A WEEK As the man in charge of 36 workers on the projects, Mr. Maillard will be paid a week until the end of May when the project, is completed and the poor handbook printed. He says after the L.I.P. money runs out in May, and if additional funds can't be found to keep the project going, he'll find another gov- ernment project to which he can be a consultant. Mr. Fraser, 40, who had worked as a development offi- cer for the University of Ot- tawa, says this will be far from the last time he expects to receive government funds either directly or indirectly. The Globe and Mail says Mr. Fraser organized the re- search project, received the funds for the poverty hand- book and hired Mr. Maillard. He received "more than S300 per for the first month's work, after which thn project was turned over to Mr. Alaillard. He is the first and full-time employee of United Electrics, a non-profit Canadian com- pany incorporated recently to provide expertise and assist- ance lo citizen groups. LIVE OFF TOOK Mr. Fraser acknowledges there is "some validity" to charges that he and others ore "middle-class parasites" living off the poor on govern- ment-sponsored projects. Another Ottawa resident who admits to being a profes- sonal citizen or, as he calls it, "a social animator" is Nicho- las Pawley, a 35-year-old writer and researcher. Mr. Pawley recently left the slate secretary's department where he worked for three years lo head a Sll.mX) L.T.P. project employing 12 people. The project will take high school students into the wil- derness for periods of up to a week so they can learn basic camping and survival tech- niques. WOOLCO...
