ON LARGE ORDERS TORONTO (CP) Opposition Leader Robert Stnnfield said Tuesday some version of the Taft-HarUey Act may be neces- sary in Canada to deal with tho problem of strikes in essential services. Tho United States legislation permits the government to order an 80-day waiting period from the date when a union is legally entitled to strike if it operates in an area considered essential to the public interest. The Progressive Conservative leader made the suggestion late in an open-line program on radio station CHUM and the program went off the air before lie had an opportunity to elabo- rate on it. It came in answer to a caller who felt that such strikes as the recent walkouts by air transpor controllers and oir technicians should be Mr. StantieW agreed that measures should be taken to avoid such disruptive strikes and said the government ap- peared to be unduly complacent about the present situation. He was not satisfied that the treas- ury board was behaving respon- sibly in Us negotiations with public employees. SOME STRIKES BANNED He noted that strikes already are outlawed for members of the armed services and in some other essential sectors and said a Progressive Conservative gov- ernment would take another look at such public services as air and train travel. 'But it doesn't automatically 'ollow that we would outlaw strikes. We must reach some >etter solution, maybe some- thing like the Tart-Hartley :hing." Earlier In the program, Mr. Stanfield said that, while the country is "fed up" strikes in the essential services, tho government's economic policies, rather Ihan union activities, pri- marily are responsible for un- employment. Strikes remained part of the democralic proc- ess. Mass unemployment had been created deliberately by govern- ment policies in 196S and 1970 and had produced a lack of con- fidence in the business commun- ity. He told another questioner he feels no necessity for wage and price controls !iut would consi- der introducing them in an emergency as "a more humane alternative to massive inflation or unemployment." "I think the priority today is obs. The main concern about nflation is what it is doing to older people." He said a Conservative gov- ernment would insist that pen- ;ions and allowances be ad- justed to the cost of living to the burden on the eld- erly. IBut unemployment was the No. 1 issue.
