The Sad Song of Yellow Skin, produced by the National Film Board of Canada, won top prize for the best documentary film in 1970. The film is a view of Saigon in the shadow of war. William Mason of Winnipeg, a free-lance producer, won an award for The Rise and Fall of the Great Lalces, which he wrote, directed and photographed for the NFB. This production, which deals with the history and geography of the Great Lakes, was consiidered the best specialized film for 1970. Commonwealth committee complete flop OTTAWA (CP) - External Affairs Minister Mitchell Sharp said here the eight - nation Commonwealth committee on maritime defence in the Indian and South Atlantic oceans will never meet. Canada is a member of the commiCtee. Nigeria and India have withdrawn from the committee established b y Commonwealth prime ministers at Singapore in January to take the heat out of the British-arms-for-Souith Africa issue. Since the Singapore meeting, Britain has announced a sale of mili'tary helicopters to South Africa. Mr. Slharp said in a Commons reply to Heath Macquarrie (PC -Hillsborough) that Canada will not take any initiative to drop out of the committee even thou^ it will not meet.
