Lethbridge Herald (Newspaper) - March 3, 1971, Lethbridge, Alberta 26 - THE lETHMIDGE HERAID - Wtdnttday, March 3, 1971 Reserve forces join regulars OTTAWA (CP) - The reserve armed forces will be trained tf> help the regular forces in dealing with possible future cases of civil disorder, Defence Minister Donald Macdonald said Tuesday. Mr. Macdonald told the Com- Davis predicts Liberal win in 1972 vote WEST VANCOUVER (CP) - Canadians can expect a federal election and a Liberal victory in 1972, Federal Fisheries Minister Jack Davis said here. He made the prediction at a Liberal policy workshop sponsored by the West Vancouver-Howe Sound District Liberal Association. The minister told his audience that while an election is not required before 1973, the government probably will call an election next year. "Politically, we're in pretty good shape, mostly because the other parties are in such awful shape." Former deputy treasurer dies EDMONTON (CP) - Funeral services were held Tuesday for Kenneth J. Hawkins, 73, of Edmonton, deputy treasurer of Alberta for nine years. Born in Ontario, Mr. Hawkins moved to Alberta in 1912 and worked as a page boy in Government House a year later. He joined the civil service in 1931 and was appointed deputy provincial treasurer in 1949, a post he held until his retirement in 1958. mons defence committee he hopes the reserves will be given "more realistic training'' than in the past and that they will be able to exercise with the regular troops. He rejected a suggestion by Stanley Haidasz (L-Toronto Parkdale) that a special reserve force be established to deal with civil disorders. The primary responsibility for internal security rests with the police, he noted. For the second time in less than two weeks, Mr. Macdonald came under committee questioning about the growing cost of four helicopter-carrying destroyers being built at St. Lawrence River shipyards for Maritime Command. CALLED A 'FARCE' Michael Forrestall (PC-Dartmouth-Halifax East) described the cost situation as a "farce," and said the defence department should have more control over such programs. Latest defence department estimate is that the four warships will cost $252 million, compared with $192 million five years ago when planning was in the pre-construction stage and $220 million when contracts were let three years ago. The figure, as Mr. Forrestall established in questioning Mr. Macdonald and his officials Tuesday, does not include $36.5 million in separately funded items such as a missile system and ammunition. These items themselves have increased from $7.6 million as originally estimated to $36.5 million, the Conservative defence critic noted. Mr. Forrestall criticized a government decision s v er a 1 years ago to transfer responsibility for working drawings of planned warships to the contracting shipyards from a Canadian Vickers Ltd. drawing office on contract to the defence department.
