J.-Railway companies submitted their case at the continual hearlag todiay of the appeal to the cabinet against Increased railway 'rates. Members off the government 'present were: Honorable* N. W. He also suggested a conference between the railroads, express companies, retail merchants and the government for the purpose of securing data as to how ifar Increased freight nates were justified. ^ F. /H. Phipperi, counsel for tho Canadian Northern, reviewed the circumstances which led to tho order of the railway commissioners authorizing the increase in railway rates. Since 1914, tie said, there had been a continued increase in the cost of operating railroads. Tho companies', hoping that the increase would prove more or les3 temporary, struggled with it as best tbey^ould until about a year ago. Then costs took & leap upward. The companies, saw unless that they had some relief, it would be Impossible 'for them to meet their obligations and to continue to operate the roads. It was admitted that the cost of material and la)?or had greatly increased and *1hat the railway had asked1 the railway commission to take quick ao-tlon.' "I have failed to find any argument advanced," Mr. Phippen declar-ed> "why the jqdgiment of the railway commission should be disturbed." Different With C.P.R. . In answer to,a question by Hon. N. W, Rowellp Mr. Phippen gave as reasons *for;the prosperous condition of the Canadian Pacific railway, the fact '^.hat the rbadjhad been constructed'at a timei when railroad building was qheap^apd that it had been subsidized tOMhe extent of $230,000,000 by the Ottawa, Mar. 1.-A'reorganization of the military service- branch of the department of justice, involving ia redistribution of duties among, the members of the milliard; aervice council, has, it is understood, been completed by the government. Hereafter, Lieut. 061. J*. A. (5. Ma-chin will be the administrative head j of the military service branch and J. H. Moss will act as public reprsonta-tlve In cases before the central appeal judge. Lorang-er will deal with certain important details of the enforcement of the Military Service Act, it is believed, The unihister of justice will, as heretofore, be the minister responsible for the enforcement of the Military Service .Act, with B. h. Newcombe, deputy minister of1 Justice, deputy head. The military service council, wuJi Mr. New-combo as chairman, and Col. O. M. Bigffar, Ool. MachJn and L- A. borang-or as members, will remain as an advisory body. Lieut. Col. K. H. Greer, of Toronto, will bo attached to the military service branch, it is reported, as legal adviser. He drew attention to the opportunities which the Dominion Railway Commission hurl for making itself conversant with railroad conditions In Canada. The present application for relief, he went on to say, arosd because of the great Increase in operating expenses. Thq condition df the C.P.R. should not be taken as a test of the regulation of1 railway rates. The condition of all the roads must bo con-1 sidered. n Although thp business of the C.P.R. had kept up in an unusual manner the net earnings of the road during the last six months had been decreasing, the decrease ranging all the way from 5^ to 57 per cent- During the same period the gross earnings had increased. Conditions were exceptional. For instance the C.P.R. had made a lot of money transporting coolies, whom so much had been said about, across the continent by the thousands. This was a class of business which would not come back. "But the coolies will," interjected Hon. Mr. Melghen. The situation in regard to operating costs, Mr. Beatty argued, was -serious. Like other companies, the C.P.R. was starving for steel; the road was short of man power which made operation much more difficult "We are but one nf a number of carriers," he added. {'We' are entilted to charge the same for our rates as any one else so long as the rates are not unfair." > Mr. Rowell asked how the increase in rates granted by the Interstate commerce oommlssion to American lines compared with the proposed Increase In Canada, . * Higher* Than In Canada J. B.' Dalrymple, vice-president of the G.T.R., in charge oif traffic, replied that if the present increase were granted there would still be on ^dvantage to the American .lines east of Chicago of approximately ten percent. The application for increased .rates west of Chicago had: not been granted by the [.interstate, commerce comimission and w/ts now only being considered. In reply to Mr. Crerar, Mr. Dalrymple declared that the present American rates west of Chicago were higher than those 1n the Canadian west. Mr. Carvell asked liow^ if the roads we're operated 'by*the government, a3 suggested by the petitioners, increased operating costs could be met, unless there were increases in rates. In reply, E. D. Martin, chairman of the shippers' section of the Winnipeg board of trade, said that if all the railways were operated during the war as one unit, there would be a very considerable saving. If,'however, it was found that the increased cost of operation was not; met, the suggestion was piat a war tax should be imposed on freight and' passenger traffic to meet ctable Compound.
