Lethbridge Herald, The (Newspaper) - June 26, 1974, Lethbridge, Alberta LETHBRIDGE June Canadian ban on U.S. beef criticized By BRUCE LEVETT WASHINGTON (CP) Canada's ban on United States beef to protect the health of her being criticized by Americans as a non-tariff barrier designed to support the Canadian cattle industry. Critics here, while accepting the Canadian responsibility to ensure that no beef containing traces of the growth hormone diethylstilbestrol (DES) reaches the butcher shops, feel that her method of enforcing that re- sponsibility smacks of protectionism for Canadian ranches and feeders. Canada followed the U.S. lead when she'banned the compound last year. The U.S. ban subsequently was overturned on a legal technicality, leaving U S. feeders free to use the steer-fattening hormone provided no residue of DES remains in the cattle by market time Canada, however, has a total ban on DES and spot- checks her herds to ensure they have never been exposed to the compound. There is no doubt that U.S. ranchers, facing a glut of cattle on their own markets, are demanding protection from imports because of falling prices. IMPORTS MARGINAL In reality, imports have little effect on U.S. meat prices, amounting to only about eight per cent of total U.S. consumption. Nevertheless, cattlemen are maintaining pressure on the agriculture department for whatever relief they can get. It was in this atmosphere that Secretary Earl Butz proclaimed: "We are not going to stand by alone and be the dumping ground for excessive supplies of world meat imports." When asked whether he felt the Canadian restrictions were strictly to enforce health meas- ures or a ploy to keep prices up in the Canadian industry, he replied "some of both Butz feels that DES, shown to cause cancer in laboratory animals, has become an emotional issue He feels the U.S. made a mistake in banning the compound in the first place and that there is no danger to humans in its use. DETROIT (AP) Four major auto-makers were notified by the U.S. government Tuesday that up to 1.4 million of their 1972- model cars appear in violation of federal air pollution standards and may be subject to recall. A spokesman for the U.S. Environmental Protection Agency (EPA) in Washington said the apparent violations noted in the road testing of vehicles involve cars built by General Motors Ford, Chrysler and Volkswagen. He said the auto- makers would be given 10 days to respond to the EPA's findings. EPA administrator Russel Train said Monday the agency might order a massive recall of 1972-model cars, but he declined to go into detail. The Clean Air Act authorizes the EPA to test' cars in actual use to ensure they meet federal emission standards, he said. EPA certification tests require that new model cars comply with the standards for miles. Federal emission standards for hydrocarbon and carbon monoxide exhaust levels in 1972 models are the same as for current model cars. The government now has a standard covering nitrogen oxide emissions not covering 1972 models The EPA spokesman said the EPA will not issue a final recall until the companies have a chance to respond to the findings. "We want to make sure of our data so the cars recalled are the ones causing the he said.
