INFLATION Permanent solutions to inflation will only be found at the International level but there is much which has been done in Canada to curb the cost of living and limit the damage of rising prices. The Liberals have attacked inflation on four fronts with policies: 1) To protect those on fixed incomes. 2) To cushion all Canadians from sudden price jumps. 3) To stimulate production and the supply of goods. 4) To halt profiteering. OLD AGE PENSIONS, FAMILY ALLOWANCES AND OTHER INCOME PROGRAMS HAVE BEEN IMPROVED SO THAT PAYMENTS RISE WITH THE COST OF LIVING AND NO ONE NEEDS STRUGGLE ALONG ON A "FIXED INCOME Subsidies on milk, bread and beef and price controls on oil sales have protected Canadians from sharp international inflation. TAX ARRANGEMENTS AND PROPOSED LAW REFORM WILL ENCOURAGE MANUFACTURERS AND PRODUCERS TO INCREASE PRODUCTION WHILE CONSUMERS ARE PROTECTED FROM PRICE-GOUGERS. THE BURDEN OF INCOME TAX HAS BEEN LIFTED FROM THE SHOULDERS OF HUNDREDS OF THOUSANDS OF CANADIANS IN THE LOWER INCOME RANGE. 4. OIL THE NATIONAL OIL POLICY IS A COAST-TO-COAST VISION FOR THE ENERGY FUTURE OF CANADIANS. 81 10 16 THE OBJECTIVE IS CONTINUED SELF-RELIANCE FOR ENERGYNEEDS. TheTrudeau Government is committed to giving all Canadians fuel oil for homes, transportation and industry as low as possible, yet. sufficient to guarantee future supply from within Canada. For many years the Federal Government has given the industry substantial tax incentives to encourage exploration and production. These incentives have been successful in creating a sound industry. As the industry moved into a profit position, when the Federal Government should receive income tax from the industry, various provinces have materially increased Provincial royalties on oil production. Recent tax changes proposed are designed to return to the Federal Government and all Canadians a share of oil revenues. The Federal Government is responsible for many nation-wide programs and must have industry income tax to carry out these programs otherwise personal taxes would become exorbitant. Liberal candidates in Alberta are optimistic about the future of the oil industry because Prime Minister Trudeau has indicated he is prepared to seek a resolution of Federal and Provincial taxation on oil industry income t.o provide a fair share to each level of Government and leave the private sector strong. 5. FARMING THE LIBERAL GOVENMENT POLICIES HAVE IMPROVED CANADIAN FARMING AS NEVER BEFORE. Two price wheat guarantees wheat growers a guaranteed minimum price and protects consumers froTn excessive world orices. The position of Canadian cattlemen has been improved with the banning of U.S. produced beef raised with the DES growth hormone. Since the Western Economic Opportunities Conference, the government has been working to halt, as quickly as possible, discrimination in freight rates on farm produce. AND THE FEDERAL GOVERNMENT HAS COMMITTED MILLION IN INITIAL RAIL, HIGHWAY AND PORT RESEARCH, TO EXPAND, EXTEND AND IMPROVE WESTERN TRANSPORTATION FACILITIES. THE GOVERNMENT IS ALSO INVESTING HEAVILY IN FARM MACHINERY RESEARCH AND DEVELOPMENT. THE UNCERTAINTY OF THE PAST IS GONE FARMERS HAVE THE INCENTIVE TO PRODUCE BUMPER CROPS BECAUSE THEY ARE SHELTERED FROM RUTHLESS BOOM AND BUST FLUCTUATIONS ON THE WORLD MARKET. THE LIBERAL GOVERNMENT HAS INITIATED MANY INNOVATIVE PROGRAMS FOR THE WEST AND ALBERTA. 6. HOUSING The National Housing Act of the Liberal Government is the strongest housing legislation in the Western World. Neighbourhood improvement programs, assisted home ownership, home repair loans, subsidized low cost housing programs are all provided for.
