Where the city has constructed any works for supplying the inhabitants with water, gas, light, heat or power, as hereinbefore provided and where there is a sufficient supply thereof, it shall be its duty to supply all buildings within the city situite upon laud lying along the line of supplies, upon the same being requested hy the owner or occupant or other person in charge of any such building, at the ens-tomary terms.
