Lethbridge Herald, The (Newspaper) - June 19, 1974, Lethbridge, Alberta Wednesday, June 19, 1974 THE LETHBRIDGE HERALD Pollution accord to be signed WASHINGTON (CP) A contingency plan for cleaning up pollution in the coastal wa- ters between Canada and the United States is to be signed in Ottawa this week, after two years of delays and legal wrangling Informants said Tuesday the agreement is expected to be concluded with an ex- change of diplomatic notes between External Affairs Minister Mitchell Sharp and U S Ambassador William Porter committing the two governments to uphold the ac- cord That would be followed by a ceremonial signing of the de- tailed plan by W J H Stuart of the Canadian transport ministry and Admiral OWPH Siler commandant of the U S Coast Guard The ceremony is due to take place Thursday The plan sets out in elaborate detail what each country would be expected to do in the event of a major spill of oil and other noxious sub- stances' into coastal waters from a ship, offshore drilling rig or onshore facility It incorporates an agree- ment made two years ago covering such spills in the Great Lakes and extends similar protection for the first time to both the east and west coasts Informed sources here said the main roadblock to an agreement was finally over- come by, in effect, pretending that the difficulty doesn't ex- ist The problem centred around two islands off the East Coast, Machias Seal Island and a smaller nearby outcrop The area around the islands is the subject of a territorial dis- agreement between Canada and the United States The two countries finally de- cided to diaw an arbitrary line covering the high-seas portion of their east-coast waters, assigning an area for which each country will be .responsible in clean-up operations Closer to shore, informants said, the agreement provides that each country will be re- sponsible for spills within its territorial defining exactly where the territorial waters are "It means that we ended up fudging the question, an American official involved in the negotiations said 'We're trusting in the good judgment of the coast guard officers on the scene to handle it The U S had rejected several previous solutions ad- vanced by Ottawa because it feared they would com- promise the U S position in future negotiations over territorial rights Further delays were en- countered because ol uncer- tainty over the U S Coast Guard s ability to resolve the Imancial complications when both countries became involv- ed in cleaning up a spill that crossed their boundaries Finally sources said there was a prolonged delay while the plan was translated by Ot- tawa into French The last hindrances were cleared up last week and arrangements uere quickly made to sign the accord County student records will remain confidential The Lethbridge County school committee Tuesday adopted a resolution to main- tain the confidentiality of stu- dent records With little debate, trustees agreed unanimously that a signed statement from a parent will be required before any student records will be released to anyone except school district staff Sears CORRECTION In the 'Shopper Stopper' 12 page flyer included with today's Lethbridge Herald the following corrections should be noted Page Deluxe 12' Aluminum cartopper boat Should have read Save 329 Reg 98 Page 8 At the top of the page above the refrigerator the price 99 should not have appeared Page 10 The saving on the 8x9' all-steel deluxe storage shed should have read SAVE 209 Reg 98 We regret any inconvenience to our customers Highly confidential infor- mation will not be included in geneial student records and will be available only "upon direct request from teachers principals and school superintendents Parents will have the right to inspect their children's records and change any in- correct statements Students will have access to their own records of achieve- ment in school subjects Part of the policy adopted is taken from an Alberta School Trustees Association resolu tion passed last fall, while the section dealing with treat- ment of highly confidential material such as medical records, IQ scores and guidance information is taken from a recommendation of the education department A section of the resolution passed Tuesday which will require destruction of general student records seven years after the student has left school was formulated by the county In other business the com- mittee rejected two requests for county involvement in regional libraries in Fort Macleod and ISobleford Reeve Dick Papworth suggested the action because the Oldman River Regional Planning Commission is studx ing various municipal services for the Lethbridge region including regional libraries Enjoy the best of both worlds with two brand new products from BAPCO Solid Colour Latex Wood Stain and Semi-Transparent Latex Wood Stain.
