Lethbridge Herald, The (Newspaper) - June 17, 1914, Lethbridge, Alberta CITY OF LETHBiUDGE-MONEY BY-LAWS City of Lethbridge ABY-LAW OF THE CITY OF LETHBRIDGE TO RAISE THE SUM OF FOR BUILD- INGS FOR PUBLIC MARKET IN THE CITY OF LETHBRIDGE. "WHEREAS it id estimated that it will be necessary to raise for the pur- pose of buildings for public market ill the City of Lethbridge the sura o[ Five thousand dollars AND WHEREAS by sub-section "d" of Section 4 of Title 24 of the Leth- bridge Charter lih'e Council was given power to make Bylaws for contracting debts not payable within the 'currant year, aha it is deemed advisable to raise by way of loan 'on the credit of the' City of Lethbridge the Bum of for .the 'purpose aforesaid, and to Issue debentures therefor. AND TYHEKBAS it is deemed ex- pedient that the 'said loan bear inter- est at the rats of five per oentuin per annum.to be paid half the said principal ;6um of Five thou- sand dollars to be paid at the expiration of thirty (30) yeare from the date of this Bylaw taking effect, AND WHEREAS according to the last revised assessment roll ot the City1 of Lethbridge the value of the assessable property was twenty-five million two hundred anil fifty-one thousand eight hundred) and ten dol- lars .the vnlue-Of, the rateable, property of the said City of Lethbridge was sixteen million nine hundred and ninteen thousand nix hundred and fifty-five dollars AND WHEREAS the amount of tie existing debt of the City of Lethbridge outside of current expenses and ex- clusive of local improvement debts secured by special assessment IB Two million eight .jhimdred and fifteen thousand one hundred and elghty-tjwo dollars and eighty-six cents 182 86) no instalment of principal or Interest thereof or of sinking fund being in arrears. AND WHEREAS the amounts re- quired to be raised annually .by spec- ial rate during the currency of 'tie said debentures are: (1) for paying Interest thereon and for forming a sinking fund for tile pay- ment, of the debt created by debent- ures issued on account thereof Now therefore the Mayor and Coun- cil, of the City of Uthbridac Enact u follows: 1. The Council may borrow on the credit of the Qity of Lethbridge for the purpose hereinbefore referred to the sum of 2. That debentures o'f the City of Lethbridge shall be issued for the sum or suing to be borrowed in one con- secutive issue in such stuns aa may bo deemed expedient and shall have coup- ons attached thereto for the payment of interest The said debentures shall nil bear the same date and shall be dated and issued within two years after the final passing of tills Bylaw and be payable a't the expiration 61 thirty (30) years from the date of tih'e Issue thereof. Such debentures may uo expressed either In Canadian Cur- rency or Sterling money or both in currency und Sterling money oE equivalent value as provided by the Currency Act, aa the Council may by reEolutlon direct and shall bear inter- est at the rate of five per centum per annum payable ihaH-yearly and as to both principal and interest may be made payable at the Bank of Montreal in London, England, or at the chief of- fice of the said bank in the City of To- ronto, the City of Montreal, or the City of Lethbridge in the Dominion of Can- atla, or at the chief office of the said bank in the City of New'York in the State of New York dn the United States of America, or al. any other place or places In Canada, Great Britain or the. United State's as the Council may by resolution direct and such debentures may contain any clause providing for the registration thereof authorized by tho Lethbridge Charter. 3. That the said debentures shall be sealed with the seal of the City 'of Lethbridge and signed by the Mayor aind Oily Clerk. The coupons shall be signed by the City Clerk and the signatures lo the coupons may be lithographed or engraved'. 4. And in addition to all other am ounts there shall be levied and collect- ed In each year tor thirty years, dur- ing the currency of .tlie said debent- ures, on all the rateable property in the City of Lethbridge by special rate or rates sufficient therefor the follov ing sums for .paying the interest o-, and for forming a sinking fund tor tho payment of the debt created, namely: The sum of shall be raised an- nually to pay tine interest and the sum shall be raised annually to provide a sinking fund to pay the debt 5. That the Mayor shall attend al office In the City of Lethbridge at ten (10) o'clock in tte forenoon on 2nd day of July A.D. 19M. and it quested shall appoint two .persons to attend at each polling place on behalf of the persons Interested :in promot- ing the passing of this Bylaw and a like number on behalf of the persona interested fa Opposing the passSng of this Bylaw. _ _ '_ _ 6.'The City 'Clerk shall at his of- fice in the City of Lethbridge on the 4th day ot July A.D. 1914, at the hour of ten (10) o'clock in .the forenoon (10 a.m.) tarn up the number ot votes tor and against the Bylaw. 7. 'llhla Bylaw shall take effect on the day ot the final passing thereof; 8. The of the burgesses .duly qualified to voto on this Bylaw, shall be taken on the Srd day of July A.D. 1914, at the following places in the City of Lethbridge, between tie hours of nine o'clock in the forenoon and eight (8) o'clock in the afternoon namely: (a) For that portion of the City ly- ing North of the C. P. Railway at the Gymnasium alj tho .corner of 13th. St and 4th Avenue, by H. Dawson, who ia appointed Deputy Returning. Officer to take the votes. (b) For that portion'of the City ly- ing South ot the C. P.-Eailivay.at Uie Labor Templo, facing-Now Post Office on 7th Street South, by E. O.
