That .the said shall be sealed with the seal of the City of Lethbridge and signed by the Mayor and City Clerk. The City Clerk shall at his of- fice in the City of Lethbridge on the 4th day of July A.D. 1914 at the hour of ten (10) o'clock in the forenoon Sum up the number of votes for anc against the Bylaw. 7. This Bylaw shall take effect on the day of the final passing thereof. 8.
