AND WHEREAS it is desirable that the Bylaws for the several purposes above referred to may be incorporated in one Bylaw. AND WHEREAS the amount of the loan required for each of the works above referred to and the amounts inquired to be raised annually to pay the interest and provide a sinking fund .for tlio payment. of the debt are set forth in the following propositions: PROPOSITION "A" (1) Purchase of land for Industrial Sites referred to in Bylaw No. 94. 'WHEREAS It is estimated that it T'ill be necessary to raise for the purpose of buildings for. public market in the City of Letlibrldgo Urn sum of live thousand dollars AND WHEREAS by sub-section "d" of Section 4 ot Title 24 of the Lethbridge Charter tthie Council was given power to make Bylaws for contracting debts not payable within the current year, and it is deemed advisable to raise by way of loan on the credit ot the 'City of Lethbridge the sum of for tho purpose aforesaid, and to issue debentures therefor. AND WHEREAS It IB deemed expedient that the said loan bear Interest at the rate of five per centum per annum to bo paid half yearly, and tho said principal sum of Five thousand dollars to be paid at the expiration of thirty (30) years from the date of this ByJaw taking, ef feet, AND WHEREAS according to the .last revised assessment roll of the City of Lethbridge the value ot the assessable property was. twenty-five million hundred nnd fifty-one thousand eight hundred' and ten dollars and the value of the rateable property of the said City of Lethbridge was sixteen million nine hundred and ninteen thousand six "hundred and fifty-five dollars AND WHEREAS the amount of the existing debt ot the City of Lethbridge outside ot current expenses nna ex' elusive of local improvement debts secured by special assessment Is Two million eight 'hundred and fifteen thousand- one hundred and dollars and eighty-six cents no instalment of principal or interest thereof or of sinking fund being iu arrears. AND WHEREAS tlie amounts required to be raised annually by .special rate during the currency of the said debentures }iro: (1) for paying interest thereon and (2) for forming si "Kins fund .for the payment of the debt created by debentures issued on account thereof Now therefore the Mayor and Council of the City of Lethbridge -Enact as follows: "1." That debentures of tho City of shall be issued for tlie sum or sums to be borrowed In one consecutive issue in such sums as may be deemed expedient and shall have coupons attached thereto for the payment of interest The said debentures sliail all bear the some date and shall be dated and Issued within two years after the final passing of this Bylaw and be payable at the expiration of thirty (30) years from tho date of the issue thereof. Such debentures may bo expressed either in Canadian Currency or Sterling money or both in currency and Sterling money ot equivalent -value as provided by the Currency Act, as the Council may by resolution direct and shall bear interest at 'the rate of five per centum -per annum payable half-yearly and as to both principal and interest may be made payable at the Bank of Montreal in London, England, or at the chief office of the said bank In the City of Toronto, the City of 'Montreal, or tho City of Le'thbrldge In the Dominion of or at the chief office of the said hank In the City of New York In the State ot New York' in the United States of America, or at any other place or places In Canada, Great Britain or the United States as the Council may by resolution direct and such debentures may contain any clause providing for the registration thereof authorized by tho Lethbridge OF LETIIBRIDGE TO F FOR BUILD-MARKET IN THE CITY 3. That the said debentures shall be sealed with the seal of the City of Lethbridge and signed by tile Mayor and City Clerk. The coupons shall bo signed by the City Clerk and the signatures to the coupons may bo lithographed or 4. And in addition to all other am ounts there ijtiall be levied and collected Iu each year tor thirty years, during the currency of the said debentures, on all tjie rateable property in the City of Lethbridge by special rate or rates sufficient therefor the following sums for paying the interest Oft and for forming a sinking fund for tho payment of the debt created, namely: The sum of ahall be raised annually to pay the interest and the sum of shall be 'raised annually to provide a sinking fund to pay Uie debt 5. That Uie Mayor shall attend at Ms office in the City of LeUibridge at ten (10) o'clock in 'the forenoon on Uie 2nd day of July. A.D. 1014. and if requested 'shall appoint two peraoni to attend at each polling place on behalf of the persons Interested In promoting the passing ot tills Bylaw and a like number oil behalf of the persona interested Jn opposing the passing of this Bylaw. ____ _______ 6. The City 'Olerk sliail at his office in the City of Lethbridge on the 4th day of July A.D. 1914, at the hour of ten. (10) o'clock In the forenoon (10 a.m.) sum up tlie number of votes for and against the Bylaw. J. 'Kili Bylaw shall take effect, on the day of the final passing thereof. 8. The votes of the. burgesses duly qualified to vote on this Bylaw shall be taken on the 3rd day of July A.D. 1914, at the following, places in the City of Lethbridge, between the hours of' nine (9) o'clock in the forenoon and eight (8) o'clock in the afternoon, namely: (a) For that portion of the City lying North of tlvs C. P. Railway at the Gymnasium ati the corner of 13th St and 4th Avenue, by' H. Dawson, trio la appointed Deputy Returning Officer to take the yotes. (b) For Uiat portion of the City lying South of the C. P. Railway at Uie Labor Temple, facing Now Post Office on 7th Street South, by E. 0.
