Lethbridge Herald, The (Newspaper) - June 16, 1973, Lethbridge, Alberta Saturday, June 16, THI ItTHIItlDGI HERALD Controls could force cars off L.A. streets WASHINGTON (AP) The Environmental Protection Agency (EPA) proposed Friday traffic-control plans for 13 met- ropolitan areas of the United States. It said the controls could force all automobiles off the streets of Los Angeles by 1977 and cut driving in northern New Jersey more than 60 per cent. Acting EPA Administrator Robert Fri said he would ask Congress to consider extending the Clean Air deadlines for areas so severely affected, giv- ing them more time to meet the standards. Fri approved a New York state plan including a variety of traffic controls for New York City and proposed plans with traffic controls of varying sev- erity for the following metro- politan areas: Los Angeles. Boston, Min-j neapolis-St. Paul, the New York and Philadelphia metro regions of New Jersey, Cincinnati, Philadelphia, Pittsburgh; Hous- ton. San Antonio, Dallas, and El Paso, Tex.; Rochester, N.Y., and Springfield, Mass. The controls ranged from re- quirements for inspection and maintenance of vehicles to keep their polluting emissions down to such strict measures as gaso- line rationing and even partial bans on vehicle use in the downtown areas. The New York City plan, now approved by EPA, includes: inspection and maintenance. "selective ban" on taxi cruising, inspection of taxis three times a year, and equip- ment of taxis with anti-pollution equipment required in Califor- nia on 1975 vehicles. of parking space in Manhattan plus strict forcement of traffic and park- ing regulations. anti-pollution de- vices on heavy duty vehicles. deliveries to hours outside the usual work day. bus lanes, im- proved transit service and vol- untary staggering of working hours. of tolls on all East River and Harlem River bridges.
