In practical terms that will be the key question not just for Canada but for all western coun- tries represented here for con- sultations on a conference on European security and co-op- eration. After five months of wrangling over almost every sentence in it, representatives of 34 countries produced a terms of reference document for a full-scale conference. Canadian representat i v e s concentrated on a section re- quiring future discussions to prepfie proposals for contacts and regular meetings and reun- ification of families across the East-West divide. Canadian ambassador to Fin- land E. A. Cote said he would recommend to Ottawa that Can- ada take part when the second stage of the conference opens here July 3. The terms of reference con- tained the basis for fruitful ne- gotiations, Mr. Cote said. Conference sources said the three-man Canadian delegation in fact focused considerable ef- fort on the question of improv- ing human contacts, fought and helped to overcome the Soviet Union's objections even to plac- ing freer movement of persons on the conference agenda. The Canadian attitude was based on two considerations basically. One is the ethnic fact in Csvada, the large num- bers of Canadians of Ukrain- ian or east European back- ground who might benefit prac- tically if freer movement were allowed. The other, shared with most western countries, was a desire to get the Soviet Union and her allies to talk for the first time at an international conference about the people caught in the remnants of the Iron Curtain. "There's no guarantee that anyone will ever get across any frontier as a result of anything we did a representative commented, "and the next ses- sion is bound to be just as ugly." But the possibility is raised of bringing moral pressure to bear on the Soviet Union, the delegate said. "Perhaps they will have to do something and that even if not much may be better than nothing."
