Lethbridge Herald, The (Newspaper) - June 10, 1970, Lethbridge, Alberta House Building Level Dips OTTAWA (OP) House- building activity in May contin- ued below of a year ago, with dwellings begun in urban areas compared the Central Mortgage and Housing Corporation said today on the basis of prelimi- nary statistics. It said the annual rale of housing starts in urban and rural areas in May was units compared with a year ago, after making allow- ance for seasonal fluctuations. For the first five months of the year, there have been dwelling units begun compared with a year earlier. The reduction affects single-de- tached houses as1 well as other types. Britian's Economy Bright LONDON (Reuters) Britain had a balance-of-paymcnts sur- plus of in 1969, the first full year since 1962 that it has been but of the red, the gov- ern.ifent reported today. The announcement came only nhie days before the general el- ection June 18, in which the governing Labor party's han- dling of the economy is a main issue. The party inherited a deficit of when it took off- ice six years ago and gradually whittled the deficit down to in 1968. The Labor party set a target of a surplus for last year to prepare for this year's election. Labor1 candidates will be able to use the figure to discount suggestions b y Conservative party candidates that the econ- omy is not healthy. Nine Missing In Tanker Blast NORFOLK, Va. (AP) A spokesman at Atlantic Fleet headquarters here said Tuesday an explosion has apparently claimed nine lives aboard the Panamanian tanker Thorland off Somaliland in the Indian Ocean. The spokesman said radio messages received here indi- cated the nine were missing after a blast that caused unde- termined damage to the vessel. Some 50 survivors have been picked up and two merchant ships are standing by in the area, the spokesman said. One of the vessels apparently is the Eagle Charger, a New York tanker skippered by Capt. Allen C. Conkle of Kilmarnock, Va. Conkle radioed his wife in Kil- marnock that the Eagle Charger had rescued 52 survi- vors of an undetermined acci- dent aboard the Thorland. Assumes Office WASHINGTON (Reuters) Judge Harry A. Blackmun Tues- day became the second of Presi- dent Nixon's appointees to take his seat on the U.S. Supreme Court, and he swore to "do equal justice to the poor and to the rich." Immediately after th'e oath- taking, which was conducted by Chief Justice Warren E. Burger, (lie 61-y e a r -o 1 d Minnesotan joined the other justices at the bench. Blackmun is the 98th jurist to serve on the court in its 180- year history. The Blackmun appointment succeeded where two others tried by Nixon had been shot down by the Senate. The Senate had rejected Judges Clement F. Haynsworth and G. Harrold Carswell. Soviets Warn Chinese MOSCOW (Reuters) The Soviet Union warned today there could be no concessions in its ideological struggle with the Chinese leadership. The warning came in a long editor! a linthe Communist party daily Pravda, which also branded American imperialism as the main danger to wsrld peace. The unsigned article, clearly a statement of Kremlin policy, also contained what struck ob- servers here as a surprising omission on Vietnam. Terrorists Kill 45 GUATEMALA (AP) -Since April 5, when Ambassador Carl von Spreti of West Germany To highlight the danger of American imperialism, Pravda cited "the unprecedentedly bra- zen aggressive actions of the United States in Cambodia and Laos, Washington's continuously broadening support and encour- agement for the aggressive cir- cles of Israel, and provocations against Cuba from U.S. terri- tory." The failure to mention Viet- nam in this context was thought to be an indication of Kremlin displeasure with an' increasing tendency in Hanoi to lean to- wards Peking. Sickness Big Caiise Of Poverty TORONTO (CP) Sickness Is the greatest single cause of poverty in Canada, the Senate committee on poverty lias been told. In two briefs released trxlay by the Health League of Can- ada, the league called for a royal commission to study sick- ness and its relationship to pov- erty because "much of tiie an- swer to poverty rests in power- ful voluntary health organiza- tions." The briefs said health organi- zations are "generally divided and competing one an- other." rather than co-operat- ing. "The net result has been vast sums spent en v.'clfare and not nearly enough for health (re- search) in general. Preven- tion is cheaper than cure and more effective."
