Before the amera are two familiar faces: Bette Davis and Joseph Cotten, laying final scenes of an Ital- an-made suspense film. It was a symbolic beginning o a three-week survey of the ilm industry in Europe. Conclu- sion: filming is begin- ning to revive, largely because the American'movie business is showing signs of Ufe. Three years ago American liming abroad almost ceased. Staggered by Immense lasses on misfired epics, the Hollywood companies could barely survive, much less invest millions abroad. For the previous 15 years, most filming capitals of Europe had been dependent on American capital. Hence they suffered from the Hollywood de- pression. The exception is Italy. Rome's studios are bustling with Italian in co-production with France and West Ger- many. We don't have to rely on merican says pro- ucer Dino DeLaurentis. "Our ilms can make a handsonle rofit In Italy alone." Italy is the site of the first big American-backed film in years he Ill-million Man ot La Man ha. It has become a symbol o lope for American expatriates who have been working in film abroad. International star Horst Buch iolz, now making The Grea Waltz for MGM In Vienna, ob- served: The film industries are com ng back in Italy, in France, I England. Not in Germany. It unfortunate that the Germans aren't able to produce films o quality. A few years ago, a pr ducer made millions on a pi ture called Helga, and ever since then the Germans have concentrated on pornography. It is sad." The plains of Spain, which onee were alive with medieval epics and ersatz westerns, have not yet felt the film revival. Ex- plained a Madrid film veteran: "The American companies haven't returned in numbers yet. The reason Is simple: you can't save money on a picture here; it can be made more efficiently elsewhere. Spain is useful for the multi-mil- lion-dollar film which requires armies and crowds. But the Americans aren't making thai kind film yet." (CP) A pri- vate dog catching firm has been hired as an experimental program by national park offi- cials to patrol Banff and Lake Louise streets lor stray dogs. Townsite manager Greg Ste- vens told Uie Banff Advisory Council meeting this week that a catcher would attempt to find the owner of the animal while he continued patrolling. If this failed, he said, the dog would be impounded for a 50- cent nightly boarding fee and would cost the owner to bail it out. He said parks' policy requires a dog to be controlled by its owner while in the park ant while the policy doesn't cover eats, he Indicated this coulasic roots in our failure to de- velop and use our manpowe esources as effectively as w could. 'For example, the problem o joverty is, to a significant ex ent, a reflection of the fac that our available manpower resources are not being used as fully and efficiently us they could and should he used." Mr. Smith said the wide and persistent regional disparities in per capita incomes in Canada appear to be attributable large- ly to regional differences in manpower utilization, And, said Mr. Smith, the In- ternational competitive capac- ity of Canadian industry and the viability of Canada's balance of payments will be "largely determined by the effe9tiveness with which we deploy our man- power resources, R. J. Bilodeau, president o Honeywell Ltd. of Toronto, call- ed for the emergence of a "na- tional consensus that economic growth is essential and a goal worthy of vigorous pursuit and possibly some sacrifice." "The need for faster growth rates will be particularly cru- cial in the years immediately ahead when we must accom- modate the fastest growing la- bor force in the world." Mr. Bilodeau said there must be more and better jobs in this era of rising expectations, when people are more and more con- cerned with quality as well as quantity in their fives.
