Lethbridge Herald, The (Newspaper) - June 5, 1973, Lethbridge, Alberta Tuwday, JUM 5, 1973 THI UTHMIDOI HIRAtD Blacks ivilling on independence proposal SALISBURY, Rhodesia (AP) Thousands of blacks in this white-run -African country are to be willing to go along with a proposed 1971 settlement cf Rhodesia's independence dis- pute with Britain. Blacks had objected to the gcttlement because it does not guarantee immediate majority rule under the one-man, one- vote principle. The blacks out- number the whites in Rhodesia five to 250.000. Two African groups have] bean rallying support for the j abortive deal negotiated by Prime Minister Ian Smith and the British foreign secretary, Sir Alec Douglas-Home. The Rhodesian Settlement Fo- rum says it has collected the signatures of almost blacks who favor resolution of the dispute. The forum has tentative plans to send a delegation to London to present a pro-settlement peti- tion including these signatures. Its departure date is uncertain. Forum President Henry Chi- hota also believes an approach to the Organization of African Unity might be useful. The African Settlement Con- vention also wants to dust off the earlier plan and negotiate again on the basis of it. SAYS VOTE REGRETTED "I can tell you than many Af- ricans are sorry now that they voted against the said Phillip Madziva, the con- vention's organizing secretary. Both groups suffer from a credibility gap among urban blacks, however. Many are skeptical about their motives. The 1911 settlement was tor- pedoed largely through the ef- forts of the African National Congress (ANC) created by United Methodist Bishop Abel Muzorewa. Bishop Muzorewa called on blacks to hold out for a bette deal which would be with African participation. The 1971 agreement wouli have paved the way for even tual majority rule, but the proe ess seemed likely to take dec ades. The number of blac members in parliament was tc be steadily increased until thev equalled the number of white members. Ten more seats were then to be added which would finally assure majority rule.
