Hair transplant-try it if you re a grouchy baldy TORONTO (CP) A 33- year-old man, tense and withdrawn because of his bald head, has become easy- going and personable since undergoing a hair transplant which gave him a full head of hair. Dr. Walter linger of To- ronto, who has performed hair transplants on 17 pa- tients, said the man was clashing constantly with his fellow workers about the way he wore his hair to try and hide his baldness. The doctor removed 523 tiny plugs of hair from the frine on the side of the man's head and implanted them on the top of his head. "His entire personality lias changed since his bald- ness was Dr. Unger said in aji article to the current edition of the Ca- nadian Medical Association Journal. He said the new hair begins to grow in the transplanted plugs 10 to 14 weeks after the operation. One in 10 men winds up with a head of hair which looks perfectly normal the doctor said. The others have "thinning' hair, but are far from bald. TROIKA Tory farm policy STETTLER (CP) Peter Lougheed, leader of the Pro- gressive Conservative Party, announced Thursday night plans to assist Alberta farmers if his party is elected in the Aug. 30 provincial election. Because of the province's "special position" to agricul- ture, he said no federal gov- ernment action programs or in- itiatives would receive his par- ty's support unless they partici- pated in the programs. To help control costs for farmers and improve their cash income, he promised to eliminate property tax for so- cial services, such as educa- tion, so municipal governments could "improve facilities serv- ing the farmer's property." CREDIT AGENCY Mr. Lougheed, who was to complete a three-day tour of central Alberta today, said he would also create a develop- ment credit agency to provide funds to non-commercial low- income farmers. In addition, lie promised to establish a federal-provincial agriculture credit board under the administration of the Con- servatives to "provide that maximum loan limits realistic- ally reflect the credit needs of Alberta farmers." A Conservative would, he said, reform the provisions for crop insurance; restrict loans for Alberta farms to Albertans; evaluate the economics of chemical and fertilizer costs; reduce storage costs for fann- ers and establish a forage bank program. OTHER SCHEMES Tlie party would also: Ensure that the Public Utilities Board properly reflect ed the consumer's needs and the ability-to-pay factor in es- tablishing power rates at cost for farmers Introduce legislation to en- sure that crown lands are sold only to Canadians. Restructure the Alberta Marketing Council to ensure control by producers Appoint a joint govern- ment producer representative to sit on the Canadian wheat board Expand the provision for natural gas to Alberta farmers at a "reasonable" cost. to a soul ARKETED BY CANADIAN 5CHENIEY DISTIUERIES ITO..VAUEYF1EED.
