"Tliat's it." a senior party member said here. "There is no compromise." The election program un. veiled by Ihe Quebec wing last Thursday did not catch the na- tional party by surprise. When Raymond Laliberte Quebec NDP leader, disclosed the program, which says "Que- becers alone have the right to decide their own he eaid it was designed to appeal to both separatists and federal- ists. The program also says that "under federalism, the central government has no oilier pow- ers than those that arc dele- gated by the different parts that make up the country." LOSES NO TIME Mr. aware of what was coming but unable to head it off, lost no time in denouncing the Quebec position. I cannot permit the Quebec program to be launched without making very clear the parly's repudiation of those sec- tions which are clearly contrary to the policies of our party." He said the position of the Quebec wing runs counter to a resolution adopted at the 1971 national convention that "the business of the NDP is to work for a united Canada on a basis which will do full justice to aU our people." In this dispute, sources say, both sides are firm. And the practical effect will be that the national party will virtually for- get about Quebec candidates in the next lederil election. LINK DELICATE There has been a delicate re- lationship between the national party and the Quebec wing for several years, and during the I'JTl convention a confrontation was avoided when agreement was reached regarding continu- ing consultations with Quebec delegates. But there has been little prog- ress. And on Thursday, the fed- eral party was unsuccessful in [etting the Quebec announce- ment delayed for last-ditch talks. The NDP had never predicted any major electoral break- 'hrouglis in Quebec, but it was understandably anxious that the party be active in all provinces under national policies. "We didn't have any hope in Miss Matthews to appear on Pig-Whistle LONDON CP) Jessie Mai- :hews, one of Britan's top box office attractions in film and stage musicals during the 1930s, returns today to Toronto for the irst tune since becoming an overnight success there 47 years ago. Mother wins custody EDMONTON (CP) The Journal says the mother of two small boys abducted from their father during the weekend near Glasgow, Scotland has obtained a court order here giving her custody of the children. The newspaper said today that Susan Borland, 28, sepa- rated in M a y, 1970 from her husband Andrew, obtained a ruling July 5 from Justice Har- old Hilcy in Alberta Supreme Court ordering that Bruce 6, and Giles, 4, be turned over to her. The two children were snatched by an unidentified woman and man who drove up in a dark blue car to Mr, Bor- land's home in the village of Kilbarchan, 15 miles west of Glasgow. Mr. Borland, 33, a former lec- turer at the University of Al- berta and now a theatre direc- tor, returned to Scotland three months ago after his. marriage broke up The newspaper said the order gave Mrs. Borland interim cus- tody of the children until a di- vorce is obtained. The legal sep- aration agreement in May, 1971 gave Mr. Borland custody of the children. Mr. Borland said the woman may have been his wife, but she had made no mention of going to Britain when she telephoned Bruce on his sixth birthday July 5. LEFT FOR EUROPE He said Canadian police In- formed him she lad left for a holiday in Europe five days ago and Edmonton city police said Monday a check of Mrs. Bor- land's aparmtent showed no one home. Mr. Borland was quoted as saying his lawyer said it was impossible for Mrs. Borland to jet control of the children un- less she had them with her, "so bow could she get an order be- fore she left Canada lo get "I tried to get an order to stop my wife keeping the chil- dren but my lawyer could do lothing because Susan was not here to be served with a war- rant." Mr. Borland said his Is :he stepdaughter of Peter Holmes, owner of Trans Avia Airlines which operates charter lights between Amsterdam and Vancouver. The Borlands were married in lOndon and emigrated to Can- ada three years ago, setting up home in Edmonton.
