Postal talks thrown into confusion OTTAWA Negotia- tions involving about postal employees have been thrown into confusion by a decision of inside workers to break away from the letter carriers The breakaway decision was announced Tuesday when the Canadian Union of Postal Workers inside the majority of its membership voted to disaf- filiate from the Council of Postal Unions.
