MONTREAL CARRIERS THREATEN STRIKE Montreal, July 23.-The letter carriers of Montreal, following a decision reached at a mass meeting held last night, have notified the Federal authorities that unless there is a settlement of their grievances growing out of non-payment of their war bonuses voted them by parliament by six o'clock tonight, they will strike In sympathy with their striking brethren in various cities of the Dominion.
