Lethbridge Herald, The (Newspaper) - July 18, 1970, Lethbridge, Alberta -Saturday, July 1970 THE IETHBRIDGE HERALD 15 Quebecers Will Have To Wait To Judge Bourassa Government QUEBEC (CP) Quebecers will have to wail until the fall lo be able to judge Premier Robert Bourassa's Liberal government. The six-week summer session of the Quebec national assembly that ended Friday was mainly a period of transition between the former Union Nationale administration and Mr. Bourassa's government, elected to power April 29. The Liberals achieved the two goals they had at the beginning of the session June 9 the of a budget for the current fiscal year and the creation of a medical care insurance plan. Most of the other 34 pieces of legislation Ihe government passed were of minor importance. When the fall session opens Oct. 27, the Liberal administration will truly take over and present legislation implementing the platform on winch it won election. Even the government's major achievements during the session were heavily influenced by the Union Nationale administration. The budget presented by Mr. Bourassa, who also holds the finance portfolio, was based financial situation left behind by the Union Nationale and was intended to reduce costs and improve the efficiency of the provincial administration. There were no new taxes, of minor lax reforms and an expected deficit of a decrease from last year's deficit. The budget contained new measures aimed at promoting (lie "economic re-start" which Mr. Bourassa has made the theme of his administration. The health insurance bill presented by Health Minister Claude Castonguay was a slightly-modified version of legislation introduced by the Union Nationale and shelved when the election was major difference between the two bills, a provision that patients who receive treatment from doctors who withdraw from the health insurance plan would be reimbursed by the government for part of the costs, was withdrawn Opposition attack.
