Lethbridge Herald, The (Newspaper) - July 13, 1970, Lethbridge, Alberta Canada Aid Pays Off ABIDJAN (CP) Canadian initiative and aid are begin- ning to pay off for some of the emerging countries in the southwestern hook of Africa. That and nearly 50 other Canadian-inspired projects are helping prepare what was once a cluster of countries with low incomes and eco- nomic stagnation for a giant leap into world markets. The aid projects grew from recommendations three years ago of a Canadian commission toured the French- speaking countries of West Af- rica. The commission was headed by Lionel Ctevrier, and his African investigation followed his assignment as commis- sioner in charge of state visits at Expo 67 in Montreal. It toured seven countries, including Tunisia, Algeria, Niger and Senegal, and pro- posed that Canada supply fin- ancial, technical and person- nel assistance for economic development of the region. In applying the recommen- dations the Canadian govern- ment has since become in- volved in about 50 projects amounting to POVERTY IS OBSTACLE In a land where supermar- kets stand in awesome con- trast to thatched dwellings; poverty is still the most dev- astating obstacle to a people long dominated by outdated policies of imperialism and colonization. Out of touch with modern techniques until recently, Af- ricans now are being taught the ways of technology. Areas once considered mainly agri- cultural are developing a va- riety of economic structures.
